Job Overview: The Supply Chain Officer - Country Capacity Strengthening will play a crucial role in enhancing the operational capabilities of national systems and institutions in the Pacific region. This position is designed to support WFP's efforts in strengthening disaster preparedness and response capacities, particularly in the face of climate change and natural disasters. The officer will be responsible for developing and implementing supply chain plans that align with WFP's global strategies, ensuring operational efficiency and reliability. The role requires collaboration with various stakeholders, including government agencies and NGOs, to foster an integrated approach to food assistance and logistics. The officer will also be involved in conducting analyses to identify areas for improvement within the supply chain, preparing reports, and guiding staff in complex analyses. This position is not only about managing logistics but also about empowering local capacities to ensure sustainable food security and effective emergency response.
Duties and Responsibilities: The Supply Chain Officer will be responsible for a wide range of duties, including but not limited to: developing and implementing supply chain plans and procedures in accordance with WFP's global strategy; conducting regional and country context analyses to manage operational supply chains; performing financial analyses and budget reviews to optimize resource use; building and maintaining partnerships with government and national organizations; providing technical contributions to market analysis and supply chain mapping; preparing comprehensive reports and dashboards on supply chain activities; guiding and supervising staff; engaging national stakeholders to identify opportunities for capacity strengthening; supporting logistics capacity strengthening projects; establishing a Community of Practice for humanitarian logistics; and ensuring the integration of cross-cutting themes in all activities.
Required Qualifications: Candidates must possess an advanced university degree in project management, logistics, supply chain, international development, data management, or a closely related field. Alternatively, a first university degree with additional relevant work experience and/or training may be acceptable. Strong project management skills, inter-agency coordination abilities, and excellent writing skills are essential. The candidate should demonstrate the ability to work effectively in a team environment and under tight deadlines, showcasing a commitment to WFP's values of integrity, collaboration, commitment, humanity, and inclusion.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as project management, logistics, supply chain management, international development, or data management. A first university degree may be acceptable if accompanied by significant relevant work experience. Continuous professional development through training and courses related to logistics and supply chain management is highly valued.
Experience: Candidates should have at least five years of postgraduate professional experience in project management, humanitarian development, or response capacity, preferably in logistics or emergency management. Experience in coordinating with government stakeholders and building local capacities is crucial. The ability to navigate complex operational environments and effectively manage supply chain challenges is essential for success in this role.
Languages: Fluency in oral and written English is mandatory for this position. Additionally, a working knowledge of a Pacific Island language is considered desirable, as it would enhance communication and collaboration with local stakeholders and partners.
Additional Notes: This position is a fixed-term contract for 12 months, with the possibility of extension. It is based in Suva, Fiji, and involves travel across the Pacific region.
