Job Description
Job Posting Organization:
The FAO Representation in Georgia (FEGEO) is a multi-accreditation office of the Food and Agriculture Organization (FAO) with a non-residential FAO Representative. Established to lead FAO's response to national priorities related to security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, agriculture, and rural development, FEGEO plays a crucial role in identifying, planning, and implementing FAO's priority activities in Georgia. The organization ensures a multidisciplinary approach to its programs, closely aligning its efforts with the UN Sustainable Development Cooperation Framework in Georgia (UNSDCF) and the FAO Country Programme Framework (CPF). FEGEO collaborates with various stakeholders, including public and private sectors, academia, and civil society, to implement a broad portfolio of projects with a team of national and international staff across several offices in the country. FAO's main areas of work focus on the development of agriculture and food systems, rural development, food safety, consumer protection, environmental protection, and climate change.

Job Overview:
The Senior Land Tenure Officer (Land Consolidation Advisor) will be responsible for leading and coordinating FAO's land tenure and consolidation activities under the UTF/GEO/034/GEO-F project. This project aims to introduce a fully operational land consolidation instrument in Georgia, integrated with irrigation rehabilitation efforts in the World Bank's Georgia Resilient Agriculture, Irrigation, and Land (GRAIL) Project. The overarching goal is to enhance agricultural production, improve land use efficiency, and strengthen land rights, particularly for women. The incumbent will work closely with various stakeholders to ensure the successful implementation of the project, which is expected to result in a National Land Consolidation Strategy, a legal framework for land consolidation, and the development of technical and administrative capacities for managing land consolidation projects.

Duties and Responsibilities:
The Senior Land Tenure Officer will have a comprehensive set of responsibilities, including planning, managing, and leading multidisciplinary teams, providing technical leadership, and participating in various committees and working groups. The incumbent will analyze global and country-specific requirements to inform the FAO Strategic Framework and Programme of Work. They will implement and monitor work programs, conduct research and analysis, and provide technical and policy advice to member countries. The officer will also lead capacity development activities, represent FAO at international meetings, and engage in resource mobilization efforts. Specific functions include managing project components, addressing implementation challenges, guiding project staff, leading field missions, and developing written outputs such as reports and training materials. The officer will promote knowledge sharing and collaboration with stakeholders, ensuring effective communication and partnerships for successful project outcomes.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in administration" style="border-bottom: 1px dotted #007bff !important;">land administration, geomatics, land management, economics, law, or related fields. A minimum of ten years of relevant experience in land administration, land management, land consolidation, and policy advice is required. Candidates should demonstrate proficiency in English (level C) and intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish) at level B. Competencies such as results focus, leadership, communication, and strategic thinking are essential, along with technical skills in project management and knowledge of land consolidation practices in Eastern Europe.

Educational Background:
The position requires an advanced university degree (Master’s degree or equivalent) in fields related to land administration, geomatics, land management, economics, law, or similar disciplines. This educational background is crucial for understanding the complexities of land tenure and consolidation, as well as for providing informed policy advice and technical support.

Experience:
Candidates should have a minimum of ten years of relevant experience in areas such as land administration, land management, land consolidation, and project management. Experience working in multiple locations or areas, particularly in field positions, is essential. Senior-level experience in project management and working within multidisciplinary, multicultural teams is also required, along with a proven track record in implementing land consolidation and land banking projects in European countries.

Languages:
Proficiency in English is mandatory (level C), along with intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish) at level B. This linguistic capability is important for effective communication and collaboration with international stakeholders and partners.

Additional Notes:
The position is full-time and involves working closely with government authorities and various stakeholders in Georgia. The role may require international travel for field missions and meetings.
