Job Overview: The National Consultant for Migration Data Collection and Processing will play a pivotal role in supporting the IOM Mission in Georgia by developing a comprehensive methodology for migration data collection and processing. This position is crucial for ensuring that migration data practices align with international standards and best practices. The consultant will work closely with various stakeholders, including government institutions and international organizations, to enhance the quality and reliability of migration data. The consultant's work will contribute to the establishment of a cohesive migration data ecosystem that informs effective policy-making and programming decisions. The consultant will be responsible for conducting stakeholder consultations, needs assessments, and developing methodologies that facilitate improved data collection and management practices.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including but not limited to: organizing consultation workshops with the SCMI Data Working Group (DWG) members; conducting bilateral consultations with key stakeholders to assess data availability and needs; performing literature reviews and initial stakeholder consultations; preparing an inception report outlining the work plan and deliverables; conducting comprehensive needs assessments of migration data collection; supporting the development of a draft migration data methodology and tools; organizing workshops to present drafts for feedback; preparing the final version of the methodology; and submitting a final consultancy report summarizing key activities and recommendations. The consultant will also ensure that all outputs are delivered on time and meet quality standards.
Required Qualifications: Candidates must possess a university degree in statistics, mathematics, economics, sociology, or a related field. They should have previous working experience in the collection, compilation, analysis, and dissemination of development migration data and statistics. Experience in methodological work on statistics is required, along with a good understanding of the Sustainable Development Goals and strategies in the field of statistics and migration. Candidates should also have experience in developing methodological documents aligned with international standards and in cooperating with various stakeholders, including international organizations. Knowledge of gender-sensitive approaches in data collection and analysis is desirable.
Educational Background: A university degree in a relevant field such as statistics, mathematics, economics, sociology, or a related discipline is required for this position. This educational background will provide the necessary foundation for understanding complex data systems and methodologies related to migration.
Experience: Candidates should have substantial experience in the field of migration data, specifically in the collection, analysis, and dissemination of migration statistics. Previous experience in methodological work on statistics is essential, as is familiarity with international standards and practices in the field. Experience in drafting documents and methodologies that align with these standards will be an asset. Additionally, candidates should have a proven track record of working collaboratively with various stakeholders, including government agencies and international organizations, to enhance data collection and management practices.
Languages: Fluency in Georgian and English is mandatory for this position. Proficiency in additional languages such as French or Spanish, which are also official languages of IOM, is considered an asset. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the required languages.

The consultant will work under the direct supervision of the IOM Programme Manager and in close coordination with an international consultant. The position does not require travel, and candidates should be aware that any offer made is subject to funding confirmation. IOM provides coverage against occupational accidents and illnesses for consultants, but does not offer evacuation or medical insurance for non-occupational reasons. Candidates are responsible for their own medical insurance and must provide proof of coverage before commencing work. IOM adheres to a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
