In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.

Job Overview: The National Consultant for Care Services Development will play a crucial role in assessing and strengthening care services in Georgia. This position involves analyzing existing care services, identifying gaps and challenges, and developing practical recommendations to enhance these services. The consultant will contribute to the implementation of care-related policies that promote women's economic empowerment and strengthen institutional capacities. The role requires a deep understanding of Georgia's care service system and the ability to engage effectively with various stakeholders. The consultant will work closely with UN Women to align their efforts with global priorities on gender equality and the care economy, particularly in the context of the Sustainable Development Goals (SDGs). The consultant will also be responsible for delivering a series of reports and action plans that outline the current state of care services and propose actionable improvements.
Duties and Responsibilities: The National Consultant will be responsible for conducting a comprehensive assessment of existing care services in Georgia at both national and municipal levels. This includes performing a desk review of state-funded care services, identifying service gaps and challenges, and developing recommendations for improvement. The consultant will also provide expert input on reports analyzing successful international care models and integrate findings into the assessment of Georgia's care ecosystem. Additionally, the consultant will assess the working conditions of care workers, ensuring compliance with ILO decent work standards. The deliverables include an action plan, a desk review summarizing existing care services, a gap analysis, technical input for reports, and a final report summarizing the work performed.
Required Qualifications: Candidates must possess a Master's degree in Social Sciences, Gender/Women's studies, or a related field. Alternatively, a first-level university degree combined with seven years of relevant experience may be accepted. The consultant should have at least five years of professional experience in policy analysis or advisory work related to social protection, care economy, or gender equality. A sound understanding of Georgia's care service system and national policy landscape is essential, along with proven experience in care service development and delivery. Strong analytical writing skills and the ability to coordinate effectively with diverse stakeholders are also required.
Educational Background: A Master's degree in Social Sciences, Gender/Women's studies, or a related field is required for this position. In cases where candidates hold a first-level university degree, they must also have seven additional years of qualifying experience to be considered.
Experience: The position requires at least five years of professional experience for candidates with a Master's degree, or seven years for those with a Bachelor's degree. Additional Notes: This consultancy is home-based in Tbilisi, Georgia, but may require travel to other regions within the country. The consultancy is co-funded through UN Women's global TransformCare initiative and the Women's Economic Empowerment in the South Caucasus Project, which is supported by the Swiss Agency for Development and Cooperation and the Austrian Development Agency. The consultant will report to the WEESC Programme Analyst and will be supported by the WEESC Project Assistant for contractual and payment matters.
