Job Overview: The National Consultant for Care Services Development will play a crucial role in assessing and strengthening care services in Georgia. This position involves analyzing existing care services, identifying gaps and challenges, and developing practical recommendations to enhance these services. The consultant will work closely with national and local authorities to promote inclusive and sustainable care systems that recognize and reward care work. The role is essential for advancing women's economic empowerment and ensuring that care services are integrated into the broader social and economic framework of Georgia. The consultant will also contribute to the development of policies and interventions that align with UN Women’s global priorities and the Sustainable Development Goals (SDGs).
Duties and Responsibilities: The consultant will be responsible for conducting a comprehensive assessment of existing care services in Georgia, including a desk review of state-funded services and identification of service gaps. They will develop actionable recommendations to improve care services at both national and municipal levels. The consultant will also provide expert input on reports analyzing international care models and assess the working conditions of care workers in state-funded services. Specific deliverables include an action plan, a desk review report, technical input for international care model analysis, an assessment of care workers' conditions, and a final report summarizing the consultancy work.
Required Qualifications: Candidates must possess a Master’s degree in Social Sciences, Gender/Women’s studies, or a related field. Alternatively, a first-level university degree combined with seven years of relevant experience may be accepted. Additionally, candidates should have at least five years of professional experience in policy analysis or advisory work related to social protection, care economy, or gender equality. A sound understanding of Georgia’s care service system and proven experience in care service development and delivery are essential. Strong analytical writing skills and the ability to engage with diverse stakeholders are also required.
Educational Background: A Master’s degree in Social Sciences, Gender/Women’s studies, or a related field is required for this position. In cases where candidates hold a first-level university degree, they must have seven additional years of qualifying experience to be considered.
Experience: The position requires at least five years of professional experience for candidates with a Master’s degree, or seven years for those with a Bachelor’s degree. Experience should be in policy analysis, advisory work in social protection, care economy, or gender equality. Candidates should demonstrate a strong understanding of Georgia’s care service system and have a proven track record in care service development and delivery.
Languages: Fluency in English and Georgian is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
Additional Notes: This consultancy is home-based in Tbilisi, Georgia, with potential travel required to various regions within the country. The consultancy is co-funded through UN Women’s global TransformCare initiative and the Women’s Economic Empowerment in the South Caucasus Project, which is supported by the Swiss Agency for Development and Cooperation and the Austrian Development Agency. The consultant will report to the WEESC Programme Analyst and will be supported by the WEESC Project Assistant for contractual and payment matters.
