Job Overview:
The consultancy aims to identify and analyze barriers and incentives affecting transitions from informal to formal employment, particularly for households with children. The consultant will map benefits linked to Targeted Social Assistance (TSA) scores, analyze barriers to formal employment, quantify gains or losses for families transitioning to formal employment, and propose policy recommendations to strengthen incentives for formalization. The role involves designing a quantitative study to test hypotheses derived from the analysis, focusing on the interplay between social protection, labor market incentives, and family welfare.

Duties and Responsibilities:
  • Conduct a desk review of existing literature and policy documents on informality and employment in Georgia, focusing on families with children.
  • Map the ecosystem of benefits associated with TSA scores, including national and municipal-level programs.
  • Conduct stakeholder consultations and qualitative research through interviews and focus groups with TSA beneficiary families, employers, and government representatives.
  • Analyze how the current social protection structure affects employment decisions and identify features that discourage formalization.
  • Propose policy and programmatic measures to remove barriers and strengthen incentives for formalization.
  • Contribute to the design of a quantitative study to test key hypotheses on determinants of formalization.

Required Qualifications:
  • Advanced university degree (Master's) in public administration, public policy, social science, law, economics, or a related field.
  • At least 7 years of experience in social policy, employment, or poverty analysis.
  • Proven experience in analyzing informal labor markets and social assistance systems.
  • Strong understanding of Georgia's social protection system and TSA scheme.
  • Experience in both qualitative and quantitative research design.
  • Excellent analytical and writing skills in Georgian and English.

Educational Background:
Candidates must possess an advanced university degree (Master's) in relevant fields such as public administration, public policy, social science, law, or economics. This educational background is essential for understanding the complexities of social protection systems and employment policies.

Experience:
A minimum of 7 years of relevant experience in social policy, employment, or poverty analysis is required. Candidates should have a proven track record in analyzing informal labor markets and social assistance systems, as well as experience in both qualitative and quantitative research design.

Languages:
Fluency in Georgian and English is mandatory, with strong analytical and writing skills in both languages. Additional language skills may be considered an asset but are not required.

The consultancy is expected to run from November 15, 2025, to March 1, 202
  • The work can be performed remotely, but field visits and face-to-face workshops will be required. The consultant will work under the supervision of the Social Policy and Economic Specialist and will be expected to deliver various reports and analyses throughout the consultancy period.
