Job Overview:
The Analyst position is integral to the successful implementation of the 'Human Rights for All' project, which aims to enhance the protection of human rights in Georgia, particularly for marginalized groups. The Analyst will work under the direct supervision of the Project Manager and will be responsible for ensuring effective project planning and implementation. This includes providing technical support on human rights issues, particularly focusing on the economic and social rights of minorities and vulnerable groups, including persons with disabilities (PwDs). The role requires the Analyst to contribute to the development of program documents, monitor the quality and impact of program activities, and prepare expert analyses of relevant legislation and policy documents. Additionally, the Analyst will establish partnerships with civil society organizations and stakeholders, raise public awareness on human rights issues, and serve as a disability focal point, providing guidance and support to government counterparts and UNDP management. The position also involves organizing training and capacity-building activities, facilitating knowledge sharing, and documenting best practices from the project.

Duties and Responsibilities:
The Analyst will carry out a comprehensive set of duties and responsibilities, including:
  • Ensuring effective project planning and implementation by contributing to the planning of program activities, monitoring their quality and impact, and providing regular updates to the Project Manager.
  • Drafting narrative reports and maintaining all related documentation, including reports and correspondence.
  • Providing technical expertise in developing program documents and activities focused on human rights, particularly for minorities and vulnerable groups.
  • Preparing expert analyses of draft laws and existing legislation, highlighting implications for vulnerable groups.
  • Establishing partnerships and communication channels with civil society organizations and stakeholders working on human rights issues.
  • Analyzing recommendations from UN human rights treaty bodies and proposing measures for effective implementation.
  • Raising public awareness of human rights and disability issues and preparing relevant materials.
  • Participating in discussions and meetings with various stakeholders to foster dialogue and cooperation.
  • Serving as a disability focal point and subject-matter expert, providing guidance and training as needed. 1
  • Overseeing and monitoring grants related to human rights and disability initiatives, ensuring compliance with program objectives and donor requirements. 1
  • Organizing training and capacity-building activities in collaboration with stakeholders. 1
  • Identifying and documenting best practices and lessons learned from the project.

Required Qualifications:
The position requires specific qualifications, including:
  • An advanced university degree (master’s degree or equivalent) in Law, Public International Law, International Human Rights Law, social studies, or a relevant field. Alternatively, a first-level university degree (bachelor’s degree) in the stated areas, combined with an additional two years of qualifying experience, will be considered.
  • For applicants with a master’s degree, professional work experience is not mandatory. However, those with a bachelor’s degree must have a minimum of two years of relevant professional experience at the national or international level in human rights issues, particularly concerning minorities and vulnerable groups.
  • Proven knowledge of international human rights standards and current trends in the field, especially regarding the rights of minorities and PwDs.
  • Excellent analytical and drafting skills, with experience in building relationships with stakeholders and responding positively to feedback.
  • Experience working with international organizations and on human rights issues is highly desirable.

Educational Background:
Candidates must possess an advanced university degree (master’s degree or equivalent) in relevant fields such as Law, Public International Law, International Human Rights Law, or social studies. Alternatively, a first-level university degree (bachelor’s degree) in these areas, along with two additional years of qualifying experience, will be considered in lieu of a master’s degree. This educational background is essential for understanding the complexities of human rights law and its application in various contexts.

Experience:
The level of experience required for this position varies based on the educational qualifications of the candidate. Applicants with a master’s degree (or equivalent) are not required to have prior professional work experience. However, those with a bachelor’s degree (or equivalent) must have at least two years of relevant professional experience at either the national or international level, specifically in human rights issues, including the rights of minorities and vulnerable groups. Experience in writing reports, organizing workshops, and working with international organizations is highly valued.

Languages:
Fluency in both Georgian and English languages is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, drafting reports, and participating in discussions related to human rights issues. Additional language skills may be considered an asset but are not explicitly required.
