Job Overview: The Protection Monitoring Officer will play a crucial role in supporting the implementation and monitoring of protection monitoring activities in Libya, particularly in urban areas and settings with internally displaced persons. The incumbent will work under the supervision of the Senior ProgrammeCoordinator and the Protection Officer, collaborating closely with various units within IOM. The position requires a proactive approach to lead and coordinate protection monitoring activities, ensuring that the needs of vulnerable populations are met effectively. The officer will be responsible for collecting and analyzing protection-related data, contributing to context-specific reports, and assisting in the preparation of project proposals and training sessions. Duties and Responsibilities: The Protection Monitoring Officer will have a comprehensive set of responsibilities, including leading the implementation and coordination of protection monitoring activities in various settings, supervising third-party contractors and IOM Protection Assistants, and ensuring compliance with organizational standards. The officer will collect, analyze, and synthesize protection-related data, contributing to the preparation of reports and advocacy messages. Additionally, the incumbent will assist in project proposal development, facilitate training sessions, and support the administrative and operational aspects of protection monitoring activities. Monitoring project implementation against established frameworks, documenting findings, and maintaining organized records are also key responsibilities. The officer will liaise with Libyan authorities and humanitarian partners to support protection activities and may perform informal translations as needed. Other duties may be assigned as required.
Required Qualifications: Candidates must possess a Bachelor’s degree from an accredited institution in Political or Social Sciences, Development Studies, Human Rights, Communication, International Relations, Law, or a relevant field, along with five years of relevant experience. Alternatively, a high school diploma with seven years of professional experience in a related field is acceptable. The position requires strong analytical skills, proficiency in Microsoft applications, and the ability to work under pressure while adhering to strict deadlines. Candidates should demonstrate effective organizational skills, problem-solving abilities, and a proactive attitude, along with good written and spoken communication skills and interpersonal skills suitable for a multi-cultural environment.
Educational Background: The educational background required for this position includes a Bachelor’s degree from an accredited academic institution in relevant fields such as Political or Social Sciences, Development Studies, Human Rights, Communication, International Relations, or Law. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a high school diploma may also be considered if they have extensive relevant professional experience, specifically seven years in the field.

Additional Notes: This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Libya will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and necessary government authorizations. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
