Job Overview: The position of International Consultant - Lead IC for Technical Assistance to IDRA involves leading the design and drafting of a Microinsurance Regulatory Framework specifically tailored for Bangladesh. The consultant is expected to provide high-level technical assistance to the Insurance Development and Regulatory Authority (IDRA) of Bangladesh. This role is crucial as it aims to enhance the regulatory environment for microinsurance, which is essential for protecting low-income populations against risks. The assignment is structured to be completed over a period of 30 working days within three months, indicating a focused and intensive engagement. The consultant will be responsible for conducting thorough research, engaging with stakeholders, and ensuring that the framework aligns with international best practices while being adaptable to the local context.
Duties and Responsibilities: The duties and responsibilities of the International Consultant include but are not limited to:
Leading the design and drafting process of the Microinsurance Regulatory Framework for Bangladesh.
Conducting comprehensive research on existing microinsurance practices and regulatory frameworks both locally and internationally.
Engaging with key stakeholders, including government officials, insurance providers, and community representatives, to gather insights and feedback.
Analyzing the current regulatory landscape and identifying gaps and opportunities for improvement.
Developing recommendations that are practical and implementable within the Bangladeshi context.
Preparing detailed reports and presentations to communicate findings and recommendations to IDRA and other stakeholders.
Providing ongoing technical assistance and support throughout the implementation phase of the framework.
Ensuring that all deliverables are completed on time and meet the quality standards set by UNDP and IDRA.
Required Qualifications: The required qualifications for this position include:
A proven track record of expertise in insurance regulation, particularly in microinsurance.
Strong understanding of the Bangladeshi insurance market and regulatory environment.
Excellent analytical and research skills, with the ability to synthesize complex information into clear and actionable recommendations.
Demonstrated experience in stakeholder engagement and consultation processes.
Strong communication skills, both written and verbal, with the ability to present findings effectively to diverse audiences.
Familiarity with international best practices in microinsurance and regulatory frameworks.
Educational Background: Candidates must possess at least a Master’s degree in a relevant field such as finance, economics, law, or public policy. Additional certifications or training in insurance or risk management will be considered an asset. A strong academic background will enhance the candidate's profile, particularly if it includes coursework or research related to microinsurance or regulatory frameworks.
Experience: The position requires a minimum of 10 years of relevant professional experience in insurance regulation, with a specific focus on microinsurance. Candidates should have prior experience working with regulatory authorities or in consultancy roles that involve developing regulatory frameworks. Experience in the South Asian context, particularly in Bangladesh, will be highly advantageous. Proven experience in leading similar assignments and delivering high-quality outputs within tight deadlines is essential.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in English. Proficiency in Bengali is considered a strong asset, as it will facilitate better engagement with local stakeholders and enhance the effectiveness of the consultant's work.
Additional Notes: This position is offered as a consultancy role under the UNDP framework, with a contract duration of 30 working days over a period of 3 months. The consultant will work remotely but may be required to travel within Bangladesh for stakeholder consultations. The role is classified as an individual contractor position, and compensation will be commensurate with the consultant's experience and qualifications.
