Job Overview:
The UN Volunteer in Supply and Logistics will play a crucial role in ensuring that UNICEF's procurement activities align with its Financial Rules and Regulations, as well as other applicable procedures. This position requires close collaboration with various programs and partners to design project terms of reference (TOR), develop work plans, and forecast procurement needs. The volunteer will be responsible for coordinating the planning of procurement and demand for supplies and services, ensuring that all requests are appropriate and comply with established guidelines. The role also involves issuing tender invitations, evaluating supplier quotations, negotiating contracts, and monitoring ongoing contracts to ensure compliance with terms and conditions. The volunteer will contribute to the overall effectiveness of UNICEF's supply and logistics operations, which are vital for delivering essential services to children and communities in need.

Duties and Responsibilities:
The duties and responsibilities of the UN Volunteer include: ensuring compliance with procurement regulations; collaborating with programs and partners on project design and procurement planning; reviewing supply and service requests for appropriateness; issuing tender invitations and evaluating supplier offers; negotiating contracts and making recommendations for finalization; preparing submissions for the Contract Review Committee; monitoring contract execution and ensuring timely and cost-effective delivery; maintaining supplier performance evaluations; establishing quality control procedures for contract documentation; compiling and analyzing historical data for program requirements; assisting with logistics planning and arrangements; and preparing logistics reports for various stakeholders.

Required Qualifications:
Candidates must possess strong analytical and negotiation skills, with a solid understanding of procurement processes and regulations. They should demonstrate the ability to work collaboratively with diverse teams and stakeholders, and possess excellent communication skills. A high level of integrity and professionalism is essential, along with a commitment to UNICEF's mission and values. Familiarity with supply chain management and logistics is highly desirable, as is experience in a humanitarian or development context.

Educational Background:
A bachelor's degree in supply chain management, logistics, business administration, or a related field is required. Advanced degrees or certifications in procurement or logistics are advantageous and may enhance a candidate's qualifications for this position.

Experience:
Candidates should have a minimum of 2-3 years of relevant experience in procurement, supply chain management, or logistics, preferably within an international organization or humanitarian context. Experience working with government agencies, NGOs, or UN agencies is highly valued, as is familiarity with the specific challenges and complexities of operating in a developing country.

Languages:
Fluency in English is mandatory, while proficiency in French is highly desirable given the bilingual nature of Cameroon. Knowledge of additional languages may be considered an asset, particularly in enhancing communication with local stakeholders and communities.

This position is classified as a family duty station, and the volunteer will be responsible for arranging their own accommodation in Yaounde. The living conditions in Cameroon are generally favorable, with access to essential amenities and a vibrant cultural environment.
