Job Overview:
The National Consultant for Gender Equality will play a crucial role in supporting the Central Electoral Commission (CEC) of Armenia in integrating gender equality into its institutional frameworks, policies, and operations. This position is part of the ARTEMIS project, which aims to advance reforms for transparent and inclusive management of electoral systems in Armenia. The consultant will be responsible for developing and operationalizing the CEC Gender Equality and Social Inclusion (GESI) Policy Framework, ensuring alignment with international standards and UN directives. The consultant will also focus on building institutional capacity and providing policy support, particularly in empowering women and young professionals in electoral administration. This includes designing mentorship and leadership development initiatives, facilitating consultations, and delivering training that incorporates the BRIDGE methodology, which emphasizes gender equality and inclusion.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including:
  • Developing the CEC Gender Equality and Social Inclusion (GESI) Framework and ensuring its integration into the CEC Development Strategy and Roadmap for 2024-202
  • Conducting Electoral Gender and Social Inclusion Mapping (EGSIM) to identify gaps and opportunities for enhancing gender equality in electoral processes.
  • Designing and implementing mentorship initiatives and leadership development activities aimed at increasing women's participation in electoral management.
  • Providing capacity-building training for CEC officials and electoral stakeholders on gender mainstreaming, inclusion, and the prevention of sexual exploitation and abuse (PSEA).
  • Facilitating multi-stakeholder consultations to promote inclusive and gender-responsive electoral policies.
  • Collaborating with UNDP, partner civil society organizations (CSOs), and relevant stakeholders to ensure gender perspectives are embedded in CEC policies and public engagement activities.
  • Monitoring and evaluating the effectiveness of gender mainstreaming initiatives within the CEC and providing recommendations for improvement.

Required Qualifications:
Candidates must possess a strong understanding of gender equality issues, particularly in the context of electoral processes. They should have experience in policy development, capacity building, and training delivery. Familiarity with international standards and UN directives related to gender equality is essential. Additionally, candidates should demonstrate strong analytical and communication skills, as well as the ability to work collaboratively with diverse stakeholders.

Educational Background:
A relevant educational background is required, typically including a degree in gender studies, political science, public administration, or a related field. Advanced degrees or specialized training in gender equality and electoral processes will be considered an asset.

Experience:
Candidates should have a minimum of 5 years of professional experience in gender equality, electoral processes, or related fields. Experience working with governmental or international organizations, particularly in Armenia or similar contexts, is highly desirable. Proven track record in designing and implementing capacity-building initiatives and training programs is also required.

Languages:
Fluency in Armenian is mandatory, as the position requires close collaboration with local stakeholders. Proficiency in English is also required to ensure effective communication with international partners and stakeholders. Knowledge of additional languages may be considered an advantage.

Additional Notes:
This position is classified as a National Consultant role, which is open only to Armenian nationals. The contract type is an Individual Contract (IC) with an estimated duration from December 15, 2025, to September 30, 2026, encompassing approximately 90 consultancy days. The duty station is primarily home-based, with occasional visits to the office in Yerevan.
