Job Overview:
The Resource Mobilization Officer will work under the direct supervision of the Chief Partnership, Advocacy & Communication (PAC) to support and implement the resource mobilization strategy during the absence of the assigned partnership officer. This role involves coordinating proposals and grants with institutional donors, launching and implementing the resource mobilization strategy with various partners, and monitoring donor policies and funding opportunities. The officer will also be responsible for building relationships with donors, consolidating internal reports, and ensuring compliance with donor requirements. This position is crucial for enhancing UNICEF's funding capabilities and ensuring effective communication and outreach strategies are in place to support resource mobilization efforts.

Duties and Responsibilities:
  • Assist in monitoring and analyzing donor policies on humanitarian assistance and funding sources.
  • Develop strategies to raise locally available funds, providing necessary support and tools.
  • Monitor and track contributions, ensuring donor requirements are met.
  • Update funding charts related to program areas.
  • Build effective relationships with donors, including the NatCom network.
  • Consolidate internal reporting, including situation updates and project proposals.
  • Contribute to quality checks of donor reports for compliance with proposals and reporting requirements.
  • Strengthen the capacity of section staff on donor outreach strategies.
  • Ensure coherence between partnership agreements and provide information to donors about UNICEF Cameroon operations. 1
  • Support drafting communication plans for resource mobilization and assist in researching creative opportunities for fundraising.

Required Qualifications:
  • A University Degree in Communications, Journalism, Public Administration/Policy, International Development, or a relevant field.
  • At least 2 years of experience in UN, NGOs, humanitarian settings, or communication and marketing.
  • Fluency in French and English (verbal and written) is required.
  • Knowledge of another UN language is desirable, and knowledge of local languages is an asset.
  • Experience in communication, public relations, and donor relations within the UN system is preferred.
  • Relevant experience at the country level, particularly in development and humanitarian contexts, is advantageous.

Educational Background:
Candidates must possess a University Degree in a relevant field such as Communications, Journalism, Public Administration/Policy, or International Development. This educational background is essential for understanding the complexities of resource mobilization and donor relations in a humanitarian context.

Experience:
The position requires a minimum of 2 years of relevant work experience, ideally in UN agencies, NGOs, or in humanitarian settings. Experience in communication, marketing, and donor relations is particularly valuable, as it equips the candidate with the necessary skills to effectively engage with various stakeholders and manage resource mobilization efforts.

Languages:
Fluency in both French and English is mandatory for this position, as the role involves communication with diverse stakeholders. Knowledge of another UN language is considered desirable, and familiarity with local languages can be an added advantage, enhancing the ability to connect with local communities and partners.

This is a temporary appointment to cover for the assigned partnership officer during paternity leave.
