Job Overview:
The Supply Chain Officer will operate under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Resources Management Officer (RMO). This role involves close collaboration with the Regional Office for Middle East and North Africa (MENA) in Egypt and coordination with the Supply Chain Division at Headquarters (HQ). The primary responsibility of the Supply Chain Officer is to manage supply chain activities effectively, ensuring the delivery of quality goods and services to beneficiaries at optimal prices and in a timely manner. The officer will contribute to strategic planning for supply chain activities within the Country Office (CO), conduct logistics capacity assessments, and market research to inform decision-makers about local market trends. The role also includes monitoring supply chain management tasks, preparing reports, and providing guidance and training to relevant staff. The Supply Chain Officer will identify bottlenecks in the supply chain and propose optimizations to ensure timely and efficient delivery of goods and services.

Duties and Responsibilities:
The Supply Chain Officer will be responsible for a comprehensive set of duties including: coordinating and monitoring all supply chain management tasks; preparing regular progress reports and statistical information; managing procurement, warehouse management, transport, distribution, fleet, assets, and facilities management; conducting market research and logistics capacity assessments; identifying supply chain bottlenecks and proposing optimizations; reviewing procurement requests and evaluating vendor performance; overseeing the bidding process and ensuring compliance with procurement rules; liaising with program management for technical support; ensuring timely submission of reports; establishing internal control mechanisms for supply chain processes; supporting maintenance of office facilities; providing training and guidance to SCM staff; and actively participating in UN inter-agency meetings related to supply chain management.

Required Qualifications:
Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Candidates should have extensive knowledge of IOM/UN internal procurement and financial rules, as well as proficiency in computer literacy and familiarity with SAP/WAVE/ORACLE systems. Additionally, candidates should demonstrate strong leadership and teamwork skills, along with the ability to manage and share knowledge effectively.

Educational Background:
The educational requirements for this position include a Master’s degree in a relevant field such as Business Administration, Supply Chain Management, Logistics, or Procurement from an accredited academic institution. Alternatively, a University degree in these fields is acceptable if accompanied by four years of relevant professional experience. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills required for effective supply chain management.

Experience:
Candidates are expected to have experience in managing diverse procurement and logistics operations. This includes demonstrated experience in training and supervising teams, managing vendors and suppliers, and ensuring compliance with procurement regulations. The ideal candidate should have a proven track record of effectively coordinating supply chain activities and optimizing processes to enhance efficiency and service delivery.

Languages:
Fluency in English and French is required for this position, both oral and written. Knowledge of another official UN language such as Arabic, Chinese, Russian, or Spanish is considered an advantage. Given the international nature of the organization, proficiency in multiple languages will enhance communication and collaboration with diverse stakeholders.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension based on performance and funding availability. The role is classified at the P-2 grade level, indicating a professional level of responsibility. Internationally recruited professional staff are required to be mobile and may be assigned to various duty stations as needed.
