Job Overview:
The Senior Project Control Associate plays a crucial role in supporting the oversight of projects within the UNHCR framework. This position involves the formulation of monitoring plans, quality assurance, and verification processes to ensure that projects are executed effectively and in alignment with UNHCR's policies and procedures. The incumbent will be responsible for reviewing project agreements, conducting audits, and ensuring that financial and operational performances are synchronized. The role requires independent work on regular assignments while receiving guidance from the Project Control Officer. The Senior Project Control Associate will also supervise other general service staff and maintain professional relationships with implementing partners, ensuring that all interactions adhere to the Principles of Partnership and UNHCR's core values of professionalism, integrity, and respect for diversity.

Duties and Responsibilities:
The duties of the Senior Project Control Associate include reviewing internal control systems of implementing partners, ensuring compliance with Country Operation Plans, maintaining complete project records, analyzing and verifying financial and performance reports, and confirming the status of project funds. The incumbent will support timely project closures, track project risks, monitor expenditures, and report significant variances in budget execution and project quality. Additionally, the role involves maintaining professional relationships with partners, advising on project management improvements, and performing other related duties as required. The Senior Project Control Associate must also ensure decision-making is risk-based and aligned with the functional area of work.

Required Qualifications:
Candidates must possess excellent computer skills, particularly in MS Office applications, and demonstrate strong communication abilities. Knowledge of UN financial rules and procedures, as well as an understanding of accrual accounting standards such as IPSAS or IFRS, is desirable. Experience with ERP financial modules like PeopleSoft, Oracle, or SAP is also beneficial. The role requires a proactive approach to maintaining a safe and respectful working environment, free from harassment and discrimination.

Educational Background:
The minimum educational requirement for this position is a High School Diploma combined with four years of relevant experience, or a Bachelor’s degree or equivalent with two years of relevant work experience. Certificates in Accounting, Auditing, Business Administration, Finance, or Project Management are essential for this role.

Experience:
Candidates should have a minimum of four years of relevant experience for those with a High School Diploma, or two years for those with a Bachelor’s degree. Experience in project management, budgeting, and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis is crucial, along with a proven track record of monitoring project performance and financials. Familiarity with UNHCR-specific systems and processes is an added advantage.

Languages:
Knowledge of English is mandatory, along with proficiency in the UN working language of the duty station if it is not English. For General Service jobs, knowledge of English and/or the UN working language is required. Local language proficiency is also beneficial, particularly for National Professional jobs.
