The Human Resources Division (CSH) of FAO provides HR strategies, policies, tools, guidance, and oversight to ensure that the organization attracts, develops, and retains a diverse and skilled workforce. Over the next few years, CSH will focus on developing a people-centered strategy and positioning HR as a strategic partner in achieving FAO's mandate. The division consists of two main clusters: Integrated Talent Management and HR Strategy and Policy, which provide comprehensive HR services and strategic guidance.
Job Overview: The Human Resources Officer (Social Security) will be located at FAO headquarters in Rome, Italy, and will report to the Senior Human Resources Officer. The primary focus of this position is to support the implementation of HR policies, rules, and regulations related to social security, pension, medical, and life insurance schemes. The officer will be responsible for providing human resource services to management and staff, ensuring that HR systems and processes are effectively maintained and developed. This role requires a proactive approach to researching and analyzing HR policy issues, maintaining operational statistics, and preparing related reports. The officer will also contribute to the development of training materials and coordinate training sessions for management and staff, providing essential HR information and advice. The position demands collaboration with various stakeholders to ensure the effective management of social security benefits and to support the overall well-being of FAO personnel.
Duties and Responsibilities: The Human Resources Officer (Social Security) will have a comprehensive set of duties and responsibilities, including but not limited to: processing and coordinating HR services, researching and analyzing HR policy issues, maintaining operational statistics, and preparing reports. The officer will support the management of medical, death, and disability benefits plans for FAO's global staff and oversee the design and implementation of policies to maximize cost-effectiveness and minimize risks. Additionally, the officer will monitor the financial sustainability of social security benefits, ensuring that mechanisms are in place to mitigate risks and that benefits remain relevant to staff needs. The officer will contribute to the financial integrity of the Trust Fund and Special Account, ensuring transparent reporting to oversight bodies. The role also involves managing partnerships with vendors, providing logistical support to committees, and guiding HR personnel in regional offices on insurance and social security provisions. The officer will monitor the delivery of social security benefits and participate in medical insurance tendering processes, ensuring adherence to service agreements and KPIs.
Required Qualifications: Candidates must meet the following minimum requirements: an advanced university degree (Master’s degree or equivalent) in human resources, management, business administration, contract management, pharmaceutical, law, industrial psychology, or a related field. Additionally, candidates should have at least three years of relevant experience in human resources management and administration. A working knowledge (proficiency – level C) of English is required, along with intermediate knowledge (level B) of another FAO official language such as Arabic, Chinese, French, Russian, or Spanish. Competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential for success in this role.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in a relevant field such as human resources, management, business administration, contract management, pharmaceutical, law, industrial psychology, or a related area. This advanced degree is crucial for understanding the complexities of human resources management and the specific regulations related to social security and benefits administration.
Experience: Candidates should possess a minimum of three years of relevant experience in human resources management and administration. Experience in multiple locations or areas of work, particularly in field positions, is desirable. The candidate's experience should include reviewing, interpreting, and implementing rules and regulations related to staff benefits and social security, as well as demonstrating sound analytical skills to identify issues from complex databases.
Languages: The mandatory language requirement for this position is a working knowledge (proficiency – level C) of English. Additionally, candidates must have intermediate knowledge (level B) of another FAO official language, which could include Arabic, Chinese, French, Russian, or Spanish.
