Job Overview:
The KfW Programme Manager will be responsible for leading the operational and technical delivery of a significant project funded by the KfW Development Bank in Sudan. This flagship program aims to enhance the resilience of displacement-affected urban communities by providing durable housing solutions, legal assistance, and improved community infrastructure. The role requires a strong engineering background and proven experience in managing KfW-funded programs, ensuring compliance with development bank requirements. The successful candidate will work collaboratively with various stakeholders to set strategic directions for the project, oversee implementation, and ensure that the project meets its goals and objectives. The position demands a proactive approach to project management, with a focus on sustainability, resilience, and community engagement.

Duties and Responsibilities:
The KfW Programme Manager will have a wide range of responsibilities, including leading project development and implementation in alignment with NRC's strategic objectives. The manager will coordinate with colleagues at various levels to establish a clear strategic direction for the project and engage with donors through regular meetings. Compliance with NRC policies and donor standards is essential, as is the management of project budgets, procurement, and reporting. The manager will conduct country-wide needs assessments, support recruitment and capacity building of project staff, and develop necessary tools and guidance notes. Additionally, the role involves ensuring adherence to environmental and social management frameworks, facilitating learning throughout the project cycle, and documenting project learnings in coordination with the monitoring and evaluation department. The manager will also liaise with external stakeholders to promote accountability and ownership of project deliverables.

Required Qualifications:
Candidates must possess a degree in Civil or Structural Engineering, with experience in managing KfW or other development donor-funded projects. A minimum of four years of experience in senior project management roles within humanitarian or development contexts is required, along with documented results related to the position's responsibilities. The ideal candidate should have experience in transitioning from emergency to longer-term development programming, particularly in housing, schools, and community infrastructure. Additionally, experience in capacity building of technical teams and working in complex and volatile contexts is essential. Knowledge of international building standards and experience with environmental and social safeguarding are advantageous.

Educational Background:
A degree in Civil or Structural Engineering is mandatory for this position. Candidates should have a strong academic background that supports their technical expertise in engineering and project management within the humanitarian sector.

Experience:
The position requires a minimum of four years of experience in a senior project management role, particularly in managing large, multi-sectoral, and complex projects. Candidates should have a proven track record of working in consortia or partnerships in humanitarian or protracted crisis contexts, demonstrating their ability to lead and deliver results effectively. Experience in capacity building and transitioning from emergency to longer-term development programming is also essential.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Additional language skills may be considered an advantage, particularly if they relate to the local context or the communities served by the project.

Additional Notes:
The duty station for this position is Gedaref, Sudan, with a contract duration of one year. The role requires approximately 60% travel to program areas to monitor project activities and engage with teams. The salary is classified as Grade 9 on NRC’s Mobile salary scale, with accompanying terms and conditions.
