Job Overview:
The Programme Assistant (District Community Facilitator) position is crucial for the effective implementation of WFP's programs at the district level. The role involves working closely with the District Education Sport Bureau (DESB) and the District Agriculture and Forestry Office (DAFO) to ensure that food and non-food items are distributed according to WFP standards. The Programme Assistant will support planning and execution of program activities, collaborate with government counterparts, and facilitate communication between various stakeholders. This position requires a proactive approach to problem-solving and the ability to analyze data to inform decision-making. The Programme Assistant will also be responsible for training cooperating partners on WFP operational practices, ensuring that they can independently monitor and contribute to the visibility of WFP in their areas. This role is not only about executing tasks but also about fostering relationships and building capacity within the community to enhance the effectiveness of WFP's interventions.

Duties and Responsibilities:
The key responsibilities of the Programme Assistant include verifying the planned movements and distribution of food or non-food items, resolving routine issues, and escalating matters as necessary to ensure compliance with WFP standards. The role involves supporting the planning of program implementation activities at the district level, collaborating with relevant government counterparts, and exchanging information with internal stakeholders to facilitate effective collaboration. The Programme Assistant will collect and summarize data related to assistance programs, conduct analyses, and prepare reports to support program reviews and decision-making processes. Additionally, the role requires liaising with cooperating partners to gather feedback and improve services, suggesting enhancements to field monitoring processes, and arranging regular meetings with community leaders to discuss distribution arrangements and other relevant issues. The Programme Assistant will also allocate tasks to other staff members, provide guidance and on-the-job training, and prepare field mission reports to document program implementation. Emergency response processes and procedures for food assistance must be followed, and other duties may be assigned as required.

Required Qualifications:
Candidates must possess a completion of secondary school education, with a post-secondary certificate or degree in related fields such as Agriculture, Education, Community Development, Rural Development, or Environment being desirable. Fluency in both oral and written communication in English and Lao is mandatory. Candidates should have at least five years of relevant working experience in community development, agriculture support, rural development, or school feeding programs. Experience working with technical teams and contributing to program implementation is preferable. Desirable knowledge and skills include excellent word processing and Excel skills, experience working in challenging locations with diverse populations, and the ability to communicate effectively with government partners. Knowledge of database management and data analysis is an asset, as is the ability to speak ethnic group languages. A valid driving license and the ability to travel to project areas by motorbike are also required.

Educational Background:
The educational background required for this position includes the completion of secondary school education as a minimum. A post-secondary certificate or degree in functional areas related to the job, such as Agriculture, Education, Community Development, Rural Development, or Environment, is highly desirable.
