It operates under the principles that humane and orderly migration benefits both migrants and society. As a related organization of the United Nations system, IOM plays a crucial role in supporting migrants globally, providing effective responses to the evolving dynamics of migration. The organization is involved in emergency situations, enhancing the resilience of all individuals on the move, particularly those in vulnerable situations, while also building the capacity of governments to manage various forms and impacts of mobility. IOM's mission encompasses a wide range of activities aimed at improving migration policy and practice, ensuring the protection of migrants, and fostering collaboration among stakeholders.

Job Overview:
The position of UN Volunteer is integral to the IOM's project aimed at strengthening the protection mechanisms for vulnerable groups in Timor-Leste and Timorese abroad. The project focuses on ensuring that the protection of migrants, women, children, and other vulnerable groups is incorporated into strategic decision-making across humanitarian and development sectors. The volunteer will assist in conducting a multi-sectoral assessment to identify protection risks and existing mechanisms, and will develop recommendations for the government to address the unique needs of these groups. The role also involves fostering collaboration among government agencies, civil society organizations, and other stakeholders to create a coordinated approach to protection, particularly during emergencies. The volunteer will engage with municipal governments to pilot recommendations and contribute to the overall objective of establishing a comprehensive protection mechanism.

Duties and Responsibilities:
The UN Volunteer will be responsible for several key tasks under the supervision of the IOM Chief of Mission and Project Manager. These tasks include drafting policy brief recommendations for the Government of Timor-Leste, creating a report on lessons learned and best practices, and disseminating findings in Dili and three municipalities in coordination with the Commission against Human Trafficking. Additionally, the volunteer will be tasked with completing interim and final reports that summarize the project's progress and outcomes. The role requires strong communication skills to effectively engage with various stakeholders and ensure the successful implementation of project activities.

Required Qualifications:
Candidates for this position should possess a strong commitment to the principles of humanitarian work and a demonstrated ability to work in a multicultural environment. They should have excellent analytical and writing skills, particularly in drafting policy documents and reports. The ability to work collaboratively with diverse groups, including government officials, civil society organizations, and community members, is essential. Furthermore, candidates should exhibit adaptability and flexibility in their approach to problem-solving and project implementation.

Educational Background:
A relevant educational background is required for this position, typically including a degree in social sciences, international relations, development studies, or a related field. Advanced degrees may be preferred, particularly for candidates with experience in migration policy or humanitarian assistance.

Experience:
The position requires candidates to have prior experience in project management, particularly in the context of migration, human rights, or social protection. Experience working with governmental and non-governmental organizations in similar roles will be highly regarded. Familiarity with the socio-political context of Timor-Leste and previous engagement in community-based projects will be advantageous.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Portuguese or Tetum, the official languages of Timor-Leste, is considered an asset and will enhance the volunteer's ability to engage with local stakeholders effectively.

Additional Notes:
This position is a volunteer role under the auspices of the IOM, and while specific details regarding contract duration and compensation are not provided, it is important to note that UN Volunteer positions typically offer a modest stipend to cover living expenses. The role is full-time and requires a commitment to working in a challenging yet rewarding environment. The volunteer will be expected to adapt to the local living conditions in Timor-Leste, which may include limited access to certain amenities and healthcare services.
