Job Description
Job Posting Organization:
The World Health Organization (WHO) Country Office in Ukraine was established in 1994 with the mission to support the country’s sustainable health development. The office is staffed by approximately 300 professionals who provide technical expertise and build national capacity on health-related matters. The WHO Ukraine Country Cooperation Strategy for 2024-2030 focuses on three key priorities: ensuring access to universal quality health services for all, preventing and reducing major health risks, and building robust institutions. The organization aims to maintain the resilience of Ukraine’s health system amid ongoing challenges while continuing the reform agenda and moving towards health system recovery.

Job Overview:
The National UN Volunteer Specialist position involves providing secretarial, coordinating, monitoring, and administrative support to the WHO Country Office in Ukraine. The role requires drafting and revising administrative correspondence, reports, and documentation, as well as managing incoming correspondence and documents. The specialist will also be responsible for organizing duty travel, maintaining filing systems, and updating databases with relevant technical and administrative information. This position is crucial for ensuring that the office operates smoothly and efficiently, supporting the WHO's mission in Ukraine during a critical time.

Duties and Responsibilities:
The duties and responsibilities of the National UN Volunteer Specialist include:
  • Drafting and revising administrative correspondence, reports, and documentation to ensure clarity and accuracy.
  • Scanning, recording, and processing incoming correspondence and documents to maintain an organized workflow.
  • Informing and reminding responsible staff of follow-up dates and deadlines for responses or specific actions, providing necessary supporting materials.
  • Making administrative arrangements for country and inter-country activities, including the preparation of various committal documents related to procurement of goods and services.
  • Organizing duty travel and preparing related documentation to facilitate travel arrangements for staff.
  • Maintaining filing systems and updating databases with relevant technical and administrative information to ensure easy access to information.
  • Providing guidance on office procedures and supporting team members as needed to foster a collaborative work environment.
  • Performing other related duties as required to support the overall functioning of the office.

Required Qualifications:
The position requires a strong understanding of administrative processes and procedures, as well as excellent communication and organizational skills. Candidates should demonstrate respect for individual and cultural differences, adaptability in a changing environment, and a commitment to producing results. Teamwork and effective communication are essential competencies for this role.

Educational Background:
Candidates for the National UN Volunteer Specialist position should possess a relevant educational background, typically a degree in administration, management, or a related field. This educational foundation is crucial for understanding the complexities of administrative support within an international organization.

Experience:
The ideal candidate should have prior experience in administrative roles, preferably within international organizations or NGOs. Experience in coordinating activities, managing correspondence, and providing support to teams is highly valued. Familiarity with health-related matters and the workings of the WHO or similar organizations would be an advantage.

Languages:
Fluency in English is mandatory, as it is the working language of the WHO. Proficiency in Ukrainian or Russian is highly desirable, as it will facilitate communication within the local context and with national stakeholders.

Additional Notes:
This is a national UN Volunteer assignment, and the volunteer is responsible for organizing their own accommodation. The contract is full-time and lasts for the period indicated in the vacancy, with the possibility of extensions based on funding availability, operational necessity, and satisfactory performance. The monthly Volunteer Living Allowance (VLA) is USD 1587, which is intended to cover housing, utilities, and normal living expenses. Additional benefits include medical and life insurance coverage, annual leave accrual, learning leave, and sick leave entitlements.
