Job Overview: The position of engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer is crucial for the successful execution of the King Salman International Airport project in Riyadh, Saudi Arabia. The engineer will work under the direction of the Director of the Capacity Development and Implementation Bureau (CDI) and will be responsible for overseeing the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. This role involves drafting agreements, creating country-specific and regional projects, and ensuring that all activities align with operational requirements. The engineer will also be tasked with recruiting international experts and managing the ICAO Roster of Experts to support various civil aviation projects. The successful candidate will play a key role in ensuring that the airport development project adheres to timelines, budgetary requirements, and regulatory standards, thereby contributing to the overall enhancement of civil aviation infrastructure in the region.
Duties and Responsibilities: The Civil Engineer will have a diverse set of responsibilities, including but not limited to:
Assisting the state civil aviation authority (GACA) in evaluating and approving design reviews prepared by consultants, ensuring compliance with operational requirements.
Supervising the execution of foundation works for runway and terminal building structures, monitoring construction work against planned schedules, and ensuring adherence to contract agreements.
Assessing the current capacity and service-level conditions of main airport facilities and equipment, including airside, passenger and cargo buildings, and landside access.
Developing and training national counterparts in project activities, design review work, supervision, and contractor administration.
Advising and assisting the state CAA in quality, time, and cost control, and developing reporting formats for project activities.
Preparing comprehensive reports that will serve as a basis for future airport rehabilitation and development proposals.
Performing other related duties as assigned by the CDI Director.
Required Qualifications: The ideal candidate must possess a university degree in civil engineering from a recognized institution or an equivalent qualification. Additionally, the candidate should have a minimum of ten years of professional experience in planning, designing, construction management, and supervision of aerodromes and their elements. Extensive experience in contract administration and monitoring work progress is essential, along with a strong proficiency in FIDIC procedures. The candidate should also have proven experience in managing technical correspondence with consultants and contractors, as well as knowledge of aircraft operational characteristics and related infrastructure requirements.
Educational Background: A university degree in civil engineering is mandatory for this position. The degree must be from a recognized university or institution. A master's degree in a relevant field is desirable and may enhance the candidate's qualifications.
Experience: Candidates must have at least ten years of relevant professional experience in the field of civil engineering, specifically related to aerodrome planning, design, construction management, and supervision. This experience should include extensive work in contract administration and monitoring, as well as familiarity with FIDIC procedures. Proven experience in managing technical correspondence with consultants and contractors is also required.
Languages: A good command of oral and written English is essential for this position. Additionally, a working knowledge of French or another official language of the Organization (such as Arabic, Chinese, Russian, or Spanish) is desirable and may be beneficial for communication within the organization and with stakeholders.
