Job Description
Job Posting Organization:
The Resident Coordinator’s Office (RCO) represents and coordinates the UN development system at the country level. The RCO in Saudi Arabia engages with the Government, partners, and the public to promote the 2030 Agenda and Vision 2030 priorities. The organization focuses on effective public positioning and communication strategies to ensure that the UN's collective results are communicated effectively to diverse audiences. The RCO is committed to fostering partnerships and collaboration to achieve sustainable development goals.

Job Overview:
The Public Engagement Consultant will play a crucial role in assisting the RCO and the UN Country Team's communications colleagues in planning and delivering compelling public engagements. The consultant will be responsible for drafting high-quality speeches and talking points for the Resident Coordinator and RCO leads, preparing engagement packages for events and media, and positioning the UN RCO effectively with various stakeholders in Saudi Arabia. The role requires a strategic approach to public engagement, ensuring that messages are tailored to different audiences and platforms, and that they align with the UN's objectives and priorities.

Duties and Responsibilities:
The consultant will undertake a variety of tasks under the supervision of the Head of the RCO, including:
  • Developing a public engagement plan that outlines priorities, target audiences, communication channels, and a speaking calendar for the Resident Coordinator and RCO principals.
  • Drafting keynote speeches, remarks, panel interventions, and scripts for fireside chats, ensuring that messages are tailored for different audiences such as government officials, private sector representatives, civil society, academia, and youth.
  • Preparing comprehensive briefing kits for priority events, which will include event goals, audience analysis, recommended messages, and social media copy.
  • Providing media and digital support by drafting op-eds, media lines, and social media content in both English and Arabic.
  • Establishing quality and reach indicators for speeches and engagements, and producing post-event notes that summarize outcomes and lessons learned.
  • Ensuring compliance with UN editorial style and branding, and coordinating translation efforts for Arabic and English materials.
  • Maintaining a speaking calendar and deliverable tracker, managing comment matrices, and preparing weekly status updates for the Head of RCO and Communications Group.
  • Offering contingency support by preparing rapid updates to talking points in response to changing contexts and potential issues.

Required Qualifications:
Candidates must possess a Bachelor's degree or higher in communication, marketing, social sciences, economics, public health, international relations, law, or a related field. All applicants are required to submit a copy of their educational degree, as incomplete applications will not be considered. Additionally, a minimum of 1 year of professional work experience in research assistance is required, demonstrating the ability to support communication and engagement efforts effectively.

Educational Background:
A Bachelor's degree or higher in a relevant field such as communication, marketing, social sciences, economics, public health, international relations, or law is mandatory for this position. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to perform the duties effectively and contribute to the UN's mission in Saudi Arabia.

Experience:
The position requires at least 1 year of professional work experience in research assistance or a related field. This experience should demonstrate the candidate's ability to engage with diverse stakeholders, develop communication strategies, and produce high-quality written materials, which are critical for the role of Public Engagement Consultant.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Additionally, fluency in Arabic is desirable, as it will enable the consultant to communicate effectively with local stakeholders and audiences. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of French is also beneficial but not mandatory.

The expected duration of the contract is 6 months, and the work will be conducted remotely.
