Job Overview: The position of Electrical Engineer is critical within the Field Operations Section (FOS) of the Capacity Development and Implementation Bureau (CDI) at ICAO. The role involves overseeing the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects related to electrical facilities at airports. The engineer will be responsible for drafting agreements, creating country-specific and regional projects, and ensuring compliance with international standards. This position requires a proactive approach to identifying priority areas, developing objectives, activities, and deliverables, and managing timelines and budgets effectively. The engineer will also play a key role in recruiting international experts and managing the ICAO Roster of Experts to support various civil aviation projects, particularly the significant development of King Salman International Airport in Riyadh, which is set to be executed between 2024 and 2030.
Duties and Responsibilities: The Electrical Engineer will have a comprehensive set of responsibilities, including:
Reviewing proposals for projects related to the design, specifications, and construction of electrical facilities, ensuring they meet ICAO standards.
Initiating proposals for corrective actions on deficiencies in existing electrical facilities, ensuring compliance with international standards.
Facilitating the approval process for proposals from aerodrome operators or consultants concerning power generation, electrical power distribution, and airfield lighting, ensuring all work complies with regulatory approvals.
Planning, developing, and conducting training sessions for national counterpart engineers as required, to enhance local expertise in electrical facilities management.
Developing formats for regular reporting on project activities and ensuring effective control over project execution.
Performing other related duties as assigned by the CDI Director, contributing to the overall success of the projects.
Required Qualifications: Candidates must possess a university degree in electrical engineering or equivalent academic qualifications and training. Essential qualifications include extensive experience at a responsible level in the installation, maintenance, and operation of electrical facilities, particularly in airport settings. This includes at least ten years of design, operation, and maintenance experience in electrical engineering at airports, with familiarity in the latest manufacturing and design criteria using modern technologies. Knowledge of ICAO and other international electrical standards is crucial, along with the ability to plan and conduct training in electrical facilities and airfield lighting systems.
Educational Background: The educational background required for this position includes a university degree in electrical engineering or equivalent academic qualifications. This foundational education is essential for understanding the complexities of electrical systems and their application in airport environments.
Experience: The position requires extensive professional experience, specifically a minimum of ten years in the field of electrical engineering, with a focus on airports.
