The IIMM operates under the auspices of the United Nations and is dedicated to ensuring accountability for human rights violations in Myanmar, with a focus on supporting victims and promoting justice. The organization is based in Geneva, Switzerland, and is part of the broader UN system, which includes numerous other agencies and bodies working towards human rights and humanitarian goals globally.
Job Overview: The Associate Administrative Officer will play a crucial role in the Administrative Services Section of the IIMM, working under the supervision of the Administrative Officer. This position involves a variety of administrative functions, including human resource management, budget and finance, and general administration. The incumbent will be responsible for ensuring that the IIMM's human resource activities are conducted in accordance with UN rules and procedures, which includes recruitment, placement, promotion, performance appraisal, and training. Additionally, the role requires assisting in the development of the IIMM's work program and budget, monitoring financial resources, and supporting the implementation of financial systems. The Associate Administrative Officer will also supervise support staff and perform other administrative duties as required, contributing to the overall efficiency and effectiveness of the IIMM's operations.
Duties and Responsibilities: The duties and responsibilities of the Associate Administrative Officer include:
Human Resource Management: Administering human resource activities such as recruitment, placement, promotion, performance appraisal, job classification reviews, and staff training. Providing information on conditions of service and staffing needs.
Budget and Finance: Assisting in the development of the IIMM's work program and budget, analyzing inputs, and formulating resource allocations. Monitoring the budget and reallocating resources as necessary. Supporting the implementation of financial databases and contributing to budgetary guidelines.
General Administration: Supervising support staff, managing operational travel programs, monitoring accounts, and ensuring timely payments to vendors and contractors. Identifying office technology needs and maintaining equipment and software.
Collaboration: Working collaboratively with colleagues to achieve organizational goals and ensuring effective communication within the team.
Compliance: Ensuring adherence to UN administrative rules and regulations in all work processes.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates with a first-level university degree and no experience may be considered if they have passed the United Nations Young Professionals Programme Examination, the United Nations National Competitive Recruitment Examination, or the General Service to Professional Examination.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as business or public administration, finance, accounting, or law. A first-level university degree may be accepted if accompanied by two years of relevant experience. Candidates who have successfully completed specific UN examinations may also qualify with a first-level degree and no experience.
Experience: A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management, or a related area is required. Candidates who have passed a United Nations Competitive Recruitment Examination may not need prior experience. Desirable experience includes administration and grant management of extra-budgetary resources, familiarity with UN administrative/financial policies, and hands-on experience with ERP systems like UMOJA.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, with a minimum proficiency level of UN Level I in all language skills. Proficiency in both languages will enhance communication and collaboration within the UN Secretariat, which operates primarily in English and French.
Additional Notes: This is a temporary position funded by extra-budgetary resources, available for up to six months. If the selected candidate is a current staff member of the United Nations Secretariat, the selection will be treated as a temporary assignment. The position is limited to internal candidates who have been recruited through a competitive examination.
