Job Overview: The Fundraising and Resource Mobilization Officer will play a crucial role in implementing fundraising strategies established by the IIIM. The incumbent will be responsible for developing and maintaining strategic partnerships with donors, including governments and intergovernmental organizations, to broaden the donor base for IIIM-Syria. This position requires a deep understanding of donor policies and the ability to negotiate contributions effectively. The officer will also provide guidance to the Chief of Staff and IIIM-Syria staff on fundraising and resource mobilization issues, ensuring a coherent approach to fundraising across the office. The role involves organizing donor briefings, preparing written outputs for senior management, and monitoring the use of contributions to ensure compliance with donor requirements. The officer will also represent the Head in relevant meetings and assist in the planning of the Section's annual budget and work program.
Duties and Responsibilities: The incumbent will be responsible for several key duties, including: 1) Developing and maintaining strategic partnerships with donors by understanding their human rights and development policies, leading fundraising strategies, and organizing donor briefings. 2) Ensuring a consistent approach to fundraising by advising leadership on policies and strategies, preparing written outputs, and monitoring compliance with UN rules. 3) Serving as the focal point for donor relations, negotiating contributions, preparing funding submissions, and assisting in effective communication with donors. 4) Contributing to organizational effectiveness by representing the Head in meetings, participating in budget planning, and assisting the Chief of Staff as required. The role requires strong negotiation skills, the ability to analyze problems, and effective communication and teamwork capabilities.
Required Qualifications: Candidates must possess an advanced university degree in social and political science, public administration, business administration, management, economics, international relations, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a minimum of seven years of progressively responsible professional experience in human rights, humanitarian, or development work, with at least five years in donor relations and resource mobilization. Experience in the UN common system and proven negotiation skills with donors are also required.
Educational Background: An advanced university degree (Master’s degree or equivalent) in relevant fields such as social and political science, public administration, business administration, management, economics, or international relations is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: The position requires a minimum of seven years of progressively responsible professional experience in human rights, humanitarian, or development work. Out of these, at least five years must be specifically in donor relations and resource mobilization. Experience in the UN common system is essential, along with proven skills in negotiating with donors and governments. Familiarity with results-based management and experience with enterprise resource planning systems or fund management tools is desirable, as is experience in developing partnerships with non-traditional donors such as foundations and private sector entities.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Additionally, knowledge of either French, Arabic, Chinese (Mandarin), Spanish, or Russian is desirable, with a minimum proficiency level of UN Level I in these languages.
