Job Overview: The Area Manager position is a senior role within NRC, reporting directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director. The individual in this role will hold overall responsibility for the designated area in Libya, ensuring that NRC's programs and operations align with the organization's mission, policies, and country-specific strategies. The Area Manager will be tasked with ensuring high-quality and cost-effective program implementation, particularly in hard-to-reach areas. This role requires a strategic thinker who can adapt to changing contexts and priorities, demonstrating strong leadership and management skills to oversee diverse teams and maintain stakeholder engagement. The Area Manager will also be responsible for promoting the rights of internally displaced persons (IDPs) and returnees, in line with NRC's advocacy strategy.
Duties and Responsibilities: The Area Manager will lead the development and implementation of NRC's area-level strategy, ensuring it is responsive to the humanitarian context and aligned with NRC Libya's country strategy. Key responsibilities include:
Ensuring the delivery of evidence-based services that are flexible, safe, and inclusive, enhancing accountability to affected populations.
Overseeing the response to hard-to-reach areas, maintaining stakeholder engagement, and ensuring adherence to humanitarian principles while managing safety and security" style="border-bottom: 1px dotted #007bff !important;">security risks.
Leading the Area Management Team (AMT) and fostering a positive workplace culture across various teams.
Organizing grants opening and closure meetings, ensuring timely operationalization of projects with work plans.
Implementing projects in compliance with contractual commitments, including quality, synergies, timeliness, and resource utilization.
Assessing needs and developing emergency response plans for in-kind assistance and cash-based interventions.
Developing and implementing partnerships with local actors in accordance with NRC policy.
Representing NRC in coordination with external stakeholders at both national and local levels.
Required Qualifications: Candidates must possess a Bachelor's degree in international relations, Development Studies, Business Administration, or a related field. A Master's degree is considered an advantage. Additionally, a minimum of 5 years of experience in program management at a senior level within a humanitarian or recovery context is required. Candidates should demonstrate proven leadership skills, experience managing large and diverse teams, strategic planning capabilities, and strong budget management skills. Experience with remote management and delivering assistance in challenging environments is essential, as is familiarity with change management and policy implementation. Knowledge of the Libyan context is also necessary.
Educational Background: The educational background required for this position includes a Bachelor's degree in relevant fields such as international relations, Development Studies, or Business Administration. A Master's degree is preferred and will enhance a candidate's qualifications for the role.
Experience: The position requires a minimum of 5 years of relevant experience in program management at a senior level, specifically within humanitarian or recovery contexts. Candidates should have a track record of working in complex and volatile environments, demonstrating their ability to navigate challenges effectively and deliver results under pressure.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Additionally, fluency in Arabic is considered a strong benefit, as it will facilitate communication and engagement with local stakeholders and communities.
Additional Notes: The duty station for national candidates is Tripoli, Libya, while international candidates will be based in Tunis. The contract offered is a Fixed-Term Contract, either Mobile (Non-National, Tunis-based) or National (Tripoli-based). The role may require travel to operational areas, estimated at 30% of the time. The salary and benefits are aligned with NRC's grade 10 on their salary scale, accompanied by relevant terms and conditions.
