In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. Job Overview:
The Data, Monitoring & Reporting Analyst position is crucial for ensuring that the Regional Office (RO) of UN Women is accountable and aligned with corporate requirements. The role involves providing support to both the Regional Office and Country Offices in integrating data, monitoring, and reporting into program formulation. The analyst will track progress against Strategic Plan targets and communicate results to both internal and external audiences. This position is designed to enhance the monitoring and reporting of strategic notes, work-plans, programs, and projects in the region, thereby improving decision-making and increasing transparency and accountability. The analyst will work closely with the Regional Strategic Planning Specialist and will be responsible for ensuring that the RO meets its obligations in terms of results-based management and reporting.

Duties and Responsibilities:
The Data, Monitoring & Reporting Analyst will have a comprehensive set of responsibilities, including: providing guidance and technical support to country offices and the regional office in incorporating data, monitoring, and reporting into program formulation; ensuring quality assurance of program documents by reviewing results frameworks; managing the development of monitoring indicators and plans; coordinating annual work plan monitoring and reviews; ensuring alignment of Annual Work Plans with the UN Women Strategic Plan; providing technical support for mid-term and annual reviews; developing Performance Monitoring Frameworks and Baseline Surveys; advising on donor agreements; developing staff capacity in Results-Based Management; overseeing monitoring and tracking of results against targets; ensuring compliance with corporate monitoring requirements; visiting countries to support monitoring processes; reviewing financial reports; monitoring budgets; coordinating monthly budget reviews; developing Monitoring, Evaluation, and Research Plans; overseeing reporting of results to Senior Management; maintaining donor contract management systems; providing technical support for donor reporting; contributing to knowledge building and capacity development; and promoting awareness of Monitoring & Reporting responsibilities among staff.

Required Qualifications:
Candidates must possess a strong knowledge of program formulation and implementation, as well as Results-Based Management. They should have expertise in monitoring and evaluation, evaluation design, data collection and analysis, and reporting. The ability to synthesize program performance data and produce analytical reports is essential. Strong analytical and report writing skills are required, along with a good understanding of UN program management systems. Additionally, candidates should demonstrate core values such as integrity, professionalism, and respect for diversity, along with competencies in gender sensitivity, accountability, creative problem-solving, effective communication, inclusive collaboration, stakeholder engagement, and leading by example.

Educational Background:
A Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies is required. An advanced university degree in Monitoring and Results-Based Management is considered an advantage. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification, such as PMP®, PRINCE2®, or MSP®, would also be beneficial.

Experience:
Candidates should have at least 2 years of progressively responsible experience at the national or international level in monitoring and reporting on development projects or programs. Experience within the United Nations system is desirable, as is field experience, which would provide valuable insights into the practical aspects of monitoring and reporting.

Languages:
Fluency in English and French is required for this position. Knowledge of another official UN language, such as Arabic, Chinese, Russian, or Spanish, is considered desirable and would enhance the candidate's profile.
