Job Overview:
The Chargé(e) de suivi, évaluation, redevabilité et apprentissage (SERA) will be a member of the Strategic Information team at FHI 360 Senegal and will work closely with the Senior Advisor in monitoring and evaluation. Under direct supervision, the incumbent will support the implementation of program activities and contribute effectively to the establishment of a data collection, compilation, analysis, and transmission system. The role involves ensuring the availability of project reports and strengthening the capacities of implementation partners in monitoring and evaluation. The position requires a proactive approach to data management and reporting, ensuring that all activities align with the strategic objectives of the organization and the needs of the communities served.

Duties and Responsibilities:
The Chargé(e) de suivi, évaluation, redevabilité et apprentissage will be responsible for the following specific tasks:
  • Development and implementation of the monitoring and evaluation (M&E) system, including creating a harmonized M&E framework for the project, planning and coordinating data collection actions, ensuring quality and consistency of M&E tools and methodologies, and establishing data collection and analysis tools.
  • Support data collection efforts, ensuring data entry into national databases, managing databases, and verifying data quality.
  • Analyze data and formalize outputs in the form of summary notes, tracking project results, and organizing data analysis meetings with implementation partners.
  • Ensure regular technical reporting of project activities and contribute to annual report preparation.
  • Propose improvements for the quality and relevance of interventions and contribute to internal and external evaluations.
  • Support project advancement by participating in the organization and monitoring of project activities and performing other necessary tasks related to the program's current needs.

Required Qualifications:
Candidates must hold a minimum of a Bac + 4 degree in Public Health, Demography, Sociology, Epidemiology, Biostatistics, Psychology, or a related field. A minimum of 2 years of experience in monitoring, evaluation, and research related to public health programs is required, including experience in implementing HIV prevention programs. Candidates should demonstrate excellent writing and verbal communication skills, interpersonal skills, and presentation abilities. Experience in synthesizing information and producing related reports is essential, along with proficiency in using E-tracker for individualized client monitoring and developing health project indicators. Familiarity with Microsoft software (Excel, Word) and M&E/statistical software is necessary, as well as experience with DHIS2 and its E-tracker module. Candidates should have a proven understanding of data analysis and the development of M&E systems in developing countries, with strong language skills in French and basic proficiency in English.

Educational Background:
A minimum of a Bac + 4 degree in relevant fields such as Public Health, Demography, Sociology, Epidemiology, Biostatistics, Psychology, or other related disciplines is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively carry out the responsibilities associated with monitoring and evaluation in public health programs.

Experience:
Candidates should have at least 2 years of relevant experience in monitoring, evaluation, and research related to public health programs. This experience should include direct involvement in the implementation of HIV prevention programs and a demonstrated ability to produce reports and analyze data effectively. Experience in developing M&E frameworks and working with various stakeholders in the health sector is highly desirable.

Languages:
Fluency in French is mandatory, with a minimum proficiency in English being advantageous. Strong communication skills in both languages are essential for effective collaboration with team members and stakeholders, as well as for reporting and documentation purposes.
