Job Overview: The Finance Associate, Treasury Operations plays a crucial role in managing the financial operations of UNRWA, specifically in the area of treasury management. This position reports directly to the Associate Finance Officer – Treasury and is responsible for a variety of financial tasks that ensure the smooth operation of cash management and disbursements. The Finance Associate will assist in processing bank transfer payments for both local and international banks, maintaining banking templates, and ensuring compliance with financial regulations. The role requires a proactive approach to managing cash positions, preparing payrolls, and responding to inquiries from staff and vendors. The Finance Associate will also be involved in preparing reports and maintaining accurate financial records, which are essential for the agency's financial integrity and operational efficiency.
Duties and Responsibilities: The Finance Associate will have a comprehensive set of responsibilities, including but not limited to: assisting in bank transfer payments for local and international banks in multiple currencies; maintaining records of cash positions and preparing cash receipts vouchers; supporting the supervisor in managing the cash imprest for Head Quarters Amman; preparing and uploading payrolls for various staff categories; reviewing donation claims and preparing draft letters for donor submissions; conducting bank reconciliations; responding to queries from staff and suppliers; and preparing payments tracking reports. The role also involves regular visits to banks for various transactions and ensuring that all financial activities comply with UNRWA's regulations and procedures.
Required Qualifications: Candidates must possess a university degree from an accredited educational institution in accountancy, finance, business administration, or a related discipline. Additionally, a minimum of two years of experience in a finance department of a governmental, international, or large commercial organization is required, with a focus on cash management and disbursements. Experience with online banking systems and multicurrency transactions is essential. Candidates should demonstrate strong analytical skills, attention to detail, and the ability to work under pressure while maintaining high standards of professionalism and integrity.
Educational Background: The educational background required for this position includes a university degree in accountancy, finance, business administration, or a related field. This educational foundation is critical for understanding the complexities of financial management and treasury operations within the context of UNRWA's mission and objectives.
Experience: The position requires a minimum of two years of relevant work experience in a finance department, particularly in roles that emphasize cash management, disbursements, and online banking. Experience in multicurrency disbursements and receipts is also necessary to effectively manage the diverse financial operations of UNRWA.
Languages: For this position, proficiency in English and Arabic is mandatory. Candidates must demonstrate a minimum level of proficiency in both languages according to the UN Language Framework, which includes reading, writing, listening, and speaking skills. Knowledge of French is considered an asset but is not required for this role.
Additional Notes: The contract for this position is a Fixed Term Appointment for one year, with the possibility of extension based on performance and funding availability. The position is classified at Grade 12, with a monthly basic salary of JD 780.0
Additional benefits include a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and dependency allowances if applicable. The role may require travel within the Agency's operational areas and may involve working outside normal duty hours. Preference will be given to registered Palestine refugees and candidates who can assist the Agency in achieving gender parity.
