Job Overview: The position of Budget and Finance Officer is critical within the WHO Health Emergencies Programme/Emergency Preparedness and Response (WHE/EPR). The incumbent will be responsible for planning and implementing budget and finance operations at the WHO Country Office (WCO). This includes budget preparation, monitoring, reporting, and control of all program and extra-budgetary funds. The officer will manage financial disbursements, follow up on the liquidation of outstanding funds, and oversee imprest management. The role requires a proactive approach to ensure compliance with WHO policies and standard operating procedures (SOPs) while supporting the overall mission of the organization to enhance health emergency preparedness and response.
Plan and implement systems and procedures for the administration, monitoring, control, and evaluation of resources within the incident management system.
Support planning processes and formulate budgetary estimates for emergency preparedness, response, recovery, and resilience activities.
Manage funding allocations and the awards process, ensuring compliance with donor agreements.
Monitor donor proposals and reporting deadlines, providing budgetary clearance as necessary.
Track and report on financing against budget, consolidating financial data and preparing periodic financial statements.
Develop and maintain a tracking system for all financial activities related to emergency operations.
Collaborate with HR to support human resources services, including tracking HR requirements and managing staff payments.
Oversee accurate recording of financial transactions and manage imprest accounts. 1
Support the capacity and professional development of the administrative team through mentorship and guidance. 1
Perform any other related duties as required by the supervisor.
Required Qualifications:
Advanced university degree (master’s level or above) in public or business administration, finance, accounting, audit, human resources management, or other social studies from an accredited institution.
At least seven years of relevant experience in management and administration, including supervision of staff and experience in emergency or health outbreak operations.
Thorough knowledge of administrative and management principles and practices, including finance, budget, procurement, and security" style="border-bottom: 1px dotted #007bff !important;">security.
Excellent time management skills and the ability to work under pressure.
Strong leadership skills with a proven ability to coach and motivate staff.
Ability to translate requirements into workable solutions and act independently with sound judgment.
Educational Background: Candidates must possess an advanced university degree (master’s level or above) in relevant fields such as public or business administration, finance, accounting, audit, human resources management, or other social studies from an accredited institution. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform the duties of the position effectively.
Experience: The position requires at least seven years of relevant experience, which should include a combination of national and international levels in management and administration. Candidates should have experience supervising staff and supporting emergency or health outbreak operations. Desirable experience includes working in developing countries and prior humanitarian experience at the field level with WHO, other UN agencies, health cluster partners, or recognized humanitarian organizations.
Languages: Essential: Excellent knowledge of English is mandatory. Desirable: Knowledge of Arabic is considered an asset, which may enhance communication in diverse environments and with various stakeholders.
Additional Notes: The position is subject to WHO Staff Regulations and Rules. The remuneration for this position starts at USD 59,151 annually, with additional benefits including 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
