Job Overview:
The Project Officer (Community Resilience) will be responsible for managing, coordinating, and overseeing the activities of the Enhancing Community Resilience Project Phase II (ECRP II). This role involves the overall implementation of the project, ensuring compliance with IOM’s policies and donor requirements. The Project Officer will provide operational management and technical supervision to project staff, monitor project progress against strategic objectives, and contribute to the development of new projects. The position requires close coordination with various stakeholders, including government entities, implementing partners, and UN agencies, to ensure effective project implementation and visibility. The Project Officer will also be responsible for producing quality reports and representing the Country Office in relevant forums.

Duties and Responsibilities:
  • Manage the overall implementation of the ECRP II, overseeing financial, administrative, and technical aspects in line with IOM policies and donor requirements.
  • Provide operational management and technical supervision to project staff, assisting in programmatic strategy and implementation.
  • Monitor project progress against strategic objectives and benchmarks, advising on improvements and corrections.
  • Establish a common Monitoring and Evaluation (M&E) Framework in coordination with the M&E Officer.
  • Identify priority areas for project development and contribute to new project proposals.
  • Supervise project staff and consultants, planning and delivering capacity-building activities.
  • Ensure compliance with project partners and stakeholders, liaising with government entities and UN agencies.
  • Coordinate with other units in the Country Office for smooth project implementation.
  • Manage information related to project activities, providing regular updates and reports. 1
  • Produce quality financial and narrative reports for donors and stakeholders. 1
  • Participate in conferences and technical working groups, representing IOM activities. 1
  • Undertake duty travel as required to support project implementation. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the above fields with seven years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political Science, or related areas. Candidates with a University degree in these fields must have additional years of professional experience to qualify. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
The position requires significant experience in program conceptualization, development, monitoring, reporting, and evaluation. Candidates should have experience in project development and capacity-building activities, as well as liaising with governmental and diplomatic authorities. Familiarity with financial and business administration is essential, along with a sound understanding of internal and international migration issues. Experience in organizing consultations and workshops with high-level stakeholders is also necessary, as is knowledge of UN and bilateral donor programming.

Languages:
Fluency in English is required for this position, both oral and written. Working knowledge of Arabic is considered an advantage. IOM’s official languages include English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is Special Short Term Graded, with an initial duration of up to 9 months. The position is classified at the P-3 grade level. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. This selection process may also be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. Candidates who are nationals of the duty station’s country cannot be considered eligible for this position.
