Job Overview: The Project Operations Coordinator will play a crucial role in supporting the Enhancing Community Resilience Project Phase II (ECRP II) in Jonglei State, South Sudan. This position involves overseeing the day-to-day operations of the project, ensuring effective implementation and delivery of services aimed at enhancing community resilience. The successful candidate will work closely with local authorities, community representatives, and field teams to facilitate project activities, manage resources, and ensure compliance with IOM’s operational protocols. The role requires strong leadership skills, the ability to engage with diverse stakeholders, and a commitment to promoting inclusive community development.
Duties and Responsibilities:
Establish and maintain partnerships with local authorities and community representatives to inform them about ECRP II activities.
Represent IOM in relevant coordination meetings at the State, County, and Payam levels.
Manage the implementation of project operations in Jonglei State, ensuring smooth execution of tasks by field engineers, community outreach assistants, and contractors.
Facilitate internal team meetings to keep staff updated on project trends and provide necessary technical training.
Prepare updated workplans and budget forecasts in coordination with the Operations Coordinator.
Lead community engagement strategies and ensure the implementation of grievance mechanisms.
Monitor logistical elements of the program to ensure safe operations.
Ensure compliance with safeguarding protocols and mainstream cross-cutting issues such as gender and protection.
Communicate regularly with the Operations Coordinator regarding any challenges faced during implementation. 1
Travel frequently to project locations to monitor activities and engage with local authorities and community leaders. 1
Perform additional duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, Business Management, Logistics, Engineering, or a related field from an accredited institution. Alternatively, a University degree in the aforementioned fields with at least 2 years of relevant professional experience is acceptable. Candidates should demonstrate operational and participatory community engagement experience, particularly in South Sudan, and have a strong understanding of socio-economic development interventions aimed at vulnerable populations. Experience in gender mainstreaming and conflict-sensitive programming is essential, along with the ability to liaise effectively with various stakeholders.
Educational Background: A Master’s degree in a relevant field such as International Relations, Business Management, Logistics, or Engineering is required. A Bachelor’s degree in these fields combined with relevant professional experience may also be considered. The educational background should reflect a strong foundation in the principles of community development, humanitarian assistance, and project management.
Experience: The ideal candidate should have relevant operational experience in community engagement, particularly in South Sudan. Experience in enhancing socio-economic conditions for vulnerable populations, such as through local economic recovery and vocational training, is crucial. Candidates should also have demonstrated experience in implementing inclusive approaches and managing grievance mechanisms, as well as a background in conflict-sensitive programming. Familiarity with building partnerships with the private sector and experience in program monitoring and evaluation are advantageous.
Languages: Thorough knowledge of English and Arabic is mandatory, along with a working knowledge of local languages. Proficiency in local languages is essential for effective communication with community members and stakeholders.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for 24 months. National Professional Officers must be nationals of South Sudan and will perform work at a professional level. The appointment will be contingent upon medical fitness certification and necessary government authorizations. IOM adheres to a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
