Job Overview:
The Business Transformation Officer - Product Portfolio Manager will play a crucial role in WFP South Sudan's efforts to enhance operational resilience and program impact in one of the world's most complex humanitarian environments. This position is responsible for translating strategic goals into actionable digital products and streamlined business processes. The incumbent will bridge the gap between technology and operations, defining a comprehensive transformation roadmap that aligns with the South Sudan Country Strategic Plan. The role requires engaging with leadership and stakeholders to facilitate strategic dialogues, assess the current digital ecosystem, and lead process redesign initiatives. The successful candidate will be instrumental in building a data-driven culture and implementing structured change management to guide teams through the transformation process, ensuring that tools and solutions are effectively adopted at the field level.

Duties and Responsibilities:
  • Define and drive the transformation roadmap, developing a cohesive business and digital strategy aligned with the South Sudan Country Strategic Plan and operational realities.
  • Engage leadership and stakeholders, facilitating strategic dialogues with CO management, unit heads, and field offices to ensure alignment, ownership, and prioritization of transformation initiatives.
  • Assess the current digital ecosystem, identifying integration gaps, process inefficiencies, and opportunities for product-driven solutions.
  • Lead process redesign and productization, mapping core business processes and converting them into workflows, AI, and data products that streamline planning, execution, and reporting.
  • Act as portfolio lead for data analytics, workflows, and AI tools: defining requirements, managing the product backlog, and ensuring delivery of fit-for-purpose dashboards and operational systems using agile project management methods.
  • Oversee data architecture and pipelines (ETL/ELT), consolidating datasets from corporate, local, and partner systems into a unified data repository with robust data quality controls.
  • Build a data-driven culture by engaging and training end users from CO and Field Offices on solutions.
  • Implement structured change management, guiding teams through transformation by addressing adoption barriers, building capacity, and embedding a culture of iteration and innovation.
  • Build, test, and maintain dashboards, ensuring decision dashboards are sourced from a single trusted repository, minimizing reporting discrepancies and improving operational accuracy. 1
  • Collaborate with global product teams, aligning South Sudan’s needs with WFP corporate solutions and contributing feedback loops and use cases to inform platform evolution. 1
  • Perform any other duties assigned by the supervisor.

Required Qualifications:
Candidates must possess an advanced university degree in Business Administration, Information Management, Computer Science, Economics, or a related field. Alternatively, a first university degree with additional years of relevant work experience is acceptable. For candidates with a master’s degree or higher, a minimum of 5 years of progressive experience leading product development, digital transformation, or operational excellence projects in complex organizations is required. Proven experience in defining roadmaps, managing stakeholders, and delivering digital tools from concept to adoption is essential. Candidates with a bachelor’s degree must have a minimum of 7 years of the above experience. Previous experience in emergency support operations and/or in hardship duty stations is essential.

Educational Background:
An advanced university degree in Business Administration, Information Management, Computer Science, Economics, or a related field is required. Candidates with a first university degree must have additional years of relevant work experience to qualify for the position.

Experience:
The position requires a minimum of 5 years of progressive experience for candidates with a master’s degree or higher, specifically in leading product development, digital transformation, or operational excellence projects in complex organizations. For candidates with a bachelor’s degree, a minimum of 7 years of relevant experience is necessary. Experience in humanitarian or development contexts, particularly in fragile environments like South Sudan, is highly desirable. Previous experience in emergency support operations and hardship duty stations is also essential.

Languages:
Fluency in English (level C) is mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within WFP.

Additional Notes:
This position is offered as an International Consultancy (CST Level II) with a duration of 11 months. The role is available for one position based in Juba, South Sudan, and one position that can be performed remotely.
