The position is located within the Contributions Section of the Finance Division, which is part of the Office of Programme Planning, Finance and Budget (OPPFB) under the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. The Contributions Section acts as the secretariat to the Committee on Contributions, providing essential support to the Committee and the General Assembly in negotiating the scale of assessments. Job Overview:
The Finance & Budget Officer plays a crucial role in the financial management and budgetary processes of the United Nations. This position involves reviewing, analyzing, and finalizing the preparation of program plans and budget proposals based on departmental submissions. The officer is expected to provide substantive support to intergovernmental and expert bodies during budget reviews and assist in securing approvals from the General Assembly. The role also includes monitoring budget implementation, ensuring compliance with financial regulations, and administering extra-budgetary resources. The Finance & Budget Officer must maintain accurate accounting and reporting systems, provide guidance on financial regulations, and analyze cost recovery accounts. The position requires a proactive approach to identifying variances and resolving financial discrepancies, as well as the ability to communicate effectively with various stakeholders.

Duties and Responsibilities:
The Finance & Budget Officer will be responsible for a wide range of duties including: reviewing and finalizing program plans and budget proposals; analyzing data for cost estimates and budget submissions; providing support to managers in resource requirement elaboration; monitoring budget implementation and reallocating funds as necessary; reviewing requisitions for goods and services; administering extra-budgetary resources; preparing documentation for budget performance submissions; analyzing variances between approved budgets and actual expenditures; coordinating billing processes; ensuring compliance with financial regulations; and providing insights through data visualization methods. The officer will also be responsible for keeping up-to-date with financial regulations and guidelines, supervising staff as required, and performing other related duties as assigned.

Required Qualifications:
Candidates must possess a strong understanding of financial management principles, including generally accepted accounting principles. The role requires the ability to analyze and interpret data to support decision-making, as well as excellent organizational and planning skills. The officer should demonstrate professionalism, efficiency, and a commitment to achieving results. Additionally, the candidate must be able to work under pressure, manage conflicting priorities, and incorporate gender perspectives into their work. Strong client orientation and the ability to build productive partnerships with clients are also essential.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in administration, business, finance, or a related field is required. Candidates should have experience with finance methodologies in international organizations and familiarity with revenue-generating activities. Experience in data analytics or related areas is desirable, particularly if it involves two or more years of relevant experience.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset, although not mandatory.

This position is financed by extrabudgetary resources and is initially for a period of one year, with the possibility of renewal subject to the availability of funds and budgetary approval.
