Job Overview:
The SDG Finance Specialist will play a crucial role in supporting the United Nations Development Programme's Sustainable Finance Hub. This position involves leading the development and implementation of the Integrated National Financing Framework (INFF) Training Hub, which is part of the INFF Facility's joint work programme. The specialist will coordinate structured training programs aimed at certifying experts and government officials in the INFF methodology. This role requires designing comprehensive training offers based on INFF knowledge products, including thematic training modules and peer-learning events. The specialist will also be responsible for strengthening INFF guidance and methodology by developing analytical products and coordinating the production of case studies and policy notes. Additionally, the specialist will support the operationalization of the INFF Facility 2.0, contributing to the conceptual development of the Programme Framework Document and engaging with sector stakeholders to develop partnerships at various levels. The position demands a proactive approach to capacity building, knowledge sharing, and advocacy relevant to the assigned thematic areas, ensuring that training and capacity-building activities are consultative and inclusive.

Duties and Responsibilities:
  • Lead the development and implementation of the INFF Training Hub, coordinating the rollout of structured training programs to certify at least 50 experts and 80 government officials in the INFF methodology by 2025 and 202
  • Design and implement a comprehensive training offer based on INFF knowledge products, including thematic training modules and peer-learning events.
  • Establish quality assurance mechanisms and a certification process for INFF experts.
  • Develop and update analytical or methodological products to support INFF implementation, incorporating lessons learned from country experiences.
  • Coordinate the production of case studies and policy notes to illustrate effective INFF implementation.
  • Contribute to the conceptual development of the INFF Facility’s new Programme Framework Document for 2026–203
  • Organize and facilitate the Annual Country-led Dialogue on the sidelines of the ECOSOC FfD Forum.
  • Engage with INFF stakeholders to carry out methodological trainings for partner governments and other relevant parties.
  • Identify capacity building needs and opportunities, ensuring appropriate training activities are organized. 1
  • Lead workshops with senior-level officials and stakeholders. 1
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
  • An advanced university degree (master's degree or equivalent) in Economics, International Development, Public Policy, Social Sciences, or a related field is required. Alternatively, a first-level university degree (bachelor’s degree) in the mentioned areas combined with an additional two years of qualifying experience will be considered.
  • Minimum of 7 years of relevant work experience with a master’s degree or 9 years with a bachelor’s degree in sustainable development financing, policy analysis, public finance, private sector development, strategic planning, and capacity building.
  • At least five years of professional experience in leading public finance and/or financial sector development work.
  • Proven experience in producing high-quality written outputs, including research papers and policy briefs.

Educational Background:
Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Economics, International Development, Public Policy, or Social Sciences. Alternatively, a first-level university degree (bachelor’s degree) in these areas, combined with additional qualifying experience, will also be considered.

Experience:
The position requires a minimum of 7 years of relevant work experience for candidates with a master's degree and 9 years for those with a bachelor's degree. Candidates should have substantial experience in sustainable development financing, policy analysis, and capacity building, with at least five years of experience in leading public finance or financial sector development work, particularly in developing countries.

Languages:
Fluency in English is required for this position. A working knowledge of another UN language is considered an asset, enhancing the candidate's ability to engage in a multilingual environment.
