Job Posting Organization: The position is located within the United Nations Operations and Crisis Centre (UNOCC), which is a multi-party entity that reports to the Under-Secretary-General (USG) for Policy in the Executive Office of the Secretary-General. The UNOCC is responsible for providing global situational awareness, crisis and risk management, and facilitating cross-pillar analysis and decision-making within the UN. It operates under the Office for Coordination and Shared Services between the Department of Political and Peacebuilding Affairs and the Department of Peace Operations. The UNOCC is supported by a Client Board of principals from various client entities, ensuring strategic oversight and collaboration across peacekeeping missions.
Job Overview: The Programme Management Officer will play a crucial role in the implementation of the Enhancing Situational Awareness Programme (ESAP) within peacekeeping missions. This position requires a proactive approach to project management, focusing on the Unite Aware situational awareness data tool. The officer will work closely with peacekeeping missions to monitor and analyze the development and implementation of projects, ensuring that all relevant documents and reports are reviewed and that any issues are identified and addressed promptly. The role also involves planning and facilitating workshops, conducting research and analysis, assisting in policy development, and preparing various written outputs. The officer will be responsible for outreach activities, including conducting training workshops and seminars, and will participate in field missions to gather requirements for the implementation of Unite Aware. Additionally, the officer will coordinate budget-related activities and analyze data to provide insights for decision-making.
Duties and Responsibilities: The Programme Management Officer will be responsible for a wide range of duties, including:
Participating in the development, implementation, and evaluation of assigned workstreams/projects in the ESAP, focusing on the Unite Aware data tool.
Monitoring and analyzing programme/project development and implementation in collaboration with peacekeeping missions.
Planning and facilitating workshops and developing action plans for the implementation of Unite Aware.
Conducting research and analysis, preparing evaluations, and drafting reports and publications.
Undertaking survey initiatives and designing data collection tools.
Providing substantive support to meetings and conferences, including document preparation and presentations.
Conducting outreach activities and training workshops.
Participating in field missions to collect requirements for Unite Aware implementation.
Coordinating budget and funding activities, preparing related documents and reports. 1
Collecting and analyzing data to identify trends and provide insights through data visualization methods. 1
Performing other duties as required.
Required Qualifications: Candidates must possess a strong understanding of theories, concepts, and approaches relevant to situational awareness and digital technologies in peacekeeping missions. They should have the ability to identify and analyze issues, conduct data collection, and apply judgment in various contexts. Professionalism, effective communication, teamwork, and planning and organizing skills are essential. The candidate should demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, international relations, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in project or programme management, administration, international relations, or a related area is required. Additionally, two or more years of experience in data analytics, visualization, and business intelligence tools (such as MS Power BI, Qlik, Tableau, or similar) is necessary. Experience in implementing digital transformation initiatives in UN peacekeeping missions and knowledge of the Unite Aware applications is also required. Furthermore, experience in organizing and delivering functional training to personnel within peacekeeping operations is essential.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is considered desirable, with a minimum proficiency level of UN Level II in reading and speaking.
Additional Notes: This position is temporarily available for a period of 364 days, with further extensions subject to post and funds availability. The position is funded through Extra-budgetary funds. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
