Job Posting Organization: SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to clean water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. Through its interventions, SI implements expertise in the areas of access to drinking water, sanitation, hygiene promotion, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, and livelihoods. SI operates in more than 20 countries with a total of 2,500 staff members, including expatriates, national staff, permanent headquarters staff, and some volunteers. The organization has been active in the Democratic Republic of the Congo (DRC) since 2001, addressing humanitarian needs of populations impacted by conflicts and natural disasters and participating in the fight against epidemics. SI's mission in DRC is involved in food security and livelihoods (SAME), water, hygiene, and sanitation (EHA), and multi-sector cash assistance (direct cash or vouchers). Each of SI's activities includes a strong protection component, either as a standalone or through an implementation partner. SI's programs cover emergency response through rapid response programs (RRM) and 'second line' programs, as well as recovery and development activities in stabilized areas. This approach illustrates the strategy chosen by the mission, which aims to maintain a strong capacity for emergency response while developing sustainable solutions to the issues affecting populations in the eastern part of the country. The mission is composed of a coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team based in Goma and two operational bases located in North Kivu (Goma, with a sub-base in Kiwandja, Beni, and Nobili) and Ituri (Bunia, with a sub-base in Fataki). Specifically, North Kivu is an operational area that has recently merged between Grand Nord Kivu and Petit Nord Kivu, consisting of a base in Goma, a sub-base in Kiwanja, and a sub-base in Beni. Four projects are being implemented in the area: one ECHO project, two CDCS projects, one SDC project, and one AFD project. The North Kivu area is also active in the Emergency Response Consortium (SAFER) that is developing in the region. These projects allow for emergency interventions (WASH) and second-line responses in various territories of North Kivu, as well as the development of recovery activities (WASH and SAME) in certain localities within the province, especially in Grand Nord.
Job Overview: The Adjoint Coordinateur Terrain Programme (ACTP) is responsible for supervising project managers for the implementation of base activities. The ACTP ensures the relevance of implemented activities in line with SI's strategy and proposes new interventions based on the evolution of the humanitarian situation and SI's strategy. The ACTP will pay specific attention to developing an integrated strategy in Food Security and Livelihoods, EHA, as well as operationalizing priority cross-cutting themes: protection, environmental impact, do no harm, and conflict-sensitive analysis. The ACTP will support the Coordinateur Terrain (CT) in programmatic representation with partners and stakeholders and will act as the interim in the CT's absence. The position faces significant challenges, including a high volume of programmatic implementation across a vast geographical area and managing certain projects remotely. The ACTP plays a central role in developing recovery and development projects in stabilized areas and in enhancing SI's role as a major actor in emergency response in North Kivu by improving rapid and effective responses. The first two to three months will focus on strengthening SI's capacity for rapid deployment in first and second-line responses, leading or actively participating in various coordination platforms in response to the crisis in North Kivu, ensuring better integration of MEAL into programmatic activities, updating and monitoring OFU and APU, and regularly reviewing projects with support departments. In collaboration with the CT, the ACTP will contribute to the development and monitoring of an action plan based on commitments from the country strategic workshop for 2025/202
The ACTP will also be involved in the sizing and execution of a multi-sectoral assessment for future project submissions, in collaboration with a potential international partner, and will participate in discussions on developing consortiums with national or international partners.
Duties and Responsibilities: The Adjoint Coordinateur Terrain Programme (ACTP) will have the following duties and responsibilities:

Strong understanding of rapid response mechanisms.
Experience in project proposal development.
Good knowledge of accountability issues and cross-cutting protection themes.
Experience in managing multi-sectoral teams.
Ability to work inter-departmentally.
Strong communication and writing skills.

This educational background is essential for understanding the complexities of humanitarian work and the necessary skills for effective program management.
Experience: Candidates should have significant experience in humanitarian program management, particularly in rapid response mechanisms and project proposal development. Experience in managing multi-sectoral teams and working in challenging environments is highly desirable. The role requires a proven track record of effective project management and the ability to adapt to changing circumstances in the field.
Languages: Fluency in French is mandatory for this position. Proficiency in additional languages, particularly English, is considered an asset and may enhance a candidate's suitability for the role.
Additional Notes: This is a salaried position with a salary starting from EUR 2475 gross per month (2250 base salary + 10% annual leave allowance paid monthly) and a monthly per diem of USD 80
SI also covers housing costs and travel expenses between the expatriate's home country and the place of assignment. During the mission, a system of alternating work and leave is implemented, allowing for 7 working days of leave every three months, with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering all medical expenses, including surgical, dental, and ophthalmological care, as well as repatriation. Vaccination and essential malaria treatment costs are reimbursed. Living conditions in Goma are reported to be very good, with accommodation in a guest house featuring private rooms and bathrooms, access to quality food, and various social opportunities. However, it is important to note that expatriates may not always be based in Goma and could be deployed for extended periods in the field, depending on the evolving context and support needs in the North Kivu province. In areas like Rutshuru or Beni, living conditions may differ significantly, with security concerns and limited social activities. Current curfews are set at 22:00 for Goma and Beni, and 18:00 for Rutshuru.
