Job Overview:
The position involves conducting a diagnostic and proposal for a forest fire early warning system (SAT-IF) as a pilot experience in a department or conservation area that frequently experiences forest fires in El Salvador. The consultant will be responsible for assessing the current situation regarding forest fires, identifying gaps in the existing systems, and proposing a comprehensive early warning system that can effectively mitigate the risks associated with forest fires. The role requires a deep understanding of environmental issues, particularly those related to forest management and disaster risk reduction. The consultant will work closely with local stakeholders, including government agencies, community organizations, and environmental experts, to ensure that the proposed system is practical, sustainable, and tailored to the specific needs of the region.

Duties and Responsibilities:
  • Conduct a thorough assessment of the current forest fire management practices in the designated area.
  • Identify the key stakeholders involved in forest fire management and engage them in the diagnostic process.
  • Analyze historical data on forest fires to identify patterns and trends.
  • Develop a comprehensive proposal for an early warning system that includes risk assessment, monitoring, and communication strategies.
  • Collaborate with local authorities and communities to ensure the proposed system is culturally appropriate and feasible.
  • Prepare a detailed report outlining the findings of the diagnostic assessment and the proposed early warning system.
  • Present the findings and recommendations to relevant stakeholders and incorporate their feedback into the final proposal.
  • Ensure that all work is completed within the specified timeframe and meets the quality standards set by UNDP.

Required Qualifications:
  • Proven experience in environmental management, disaster risk reduction, or related fields.
  • Strong analytical skills and the ability to interpret complex data.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Experience in developing proposals and reports for international organizations or government agencies.
  • Knowledge of forest fire management practices and early warning systems is highly desirable.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A minimum of a bachelor's degree in environmental science, forestry, disaster management, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an advantage in the selection process.

Experience:
The position requires at least 5 years of relevant professional experience in environmental management, disaster risk reduction, or related fields. Experience working with international organizations, particularly in the context of forest fire management, is highly desirable. The candidate should have a proven track record of successfully completing similar projects and demonstrating the ability to work collaboratively with various stakeholders.

Languages:
Fluency in Spanish is mandatory, as the work will be conducted in El Salvador. Proficiency in English is considered an asset, as it may be necessary for reporting and communication with international stakeholders.

Additional Notes:
The contract duration for this position is a maximum of 90 days. This is an individual contractor position, and the consultant will be expected to work on a full-time basis during the assignment period. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
