Job Overview: The Explosive Ordnance Risk Education (EORE) Operator will play a crucial role in the implementation of DRC's humanitarian mine action program, which was launched in June 202
This program focuses on non-technical survey (NTS) and explosive ordnance risk education in the Northwest and Central Zone of Tigray, Ethiopia. The EORE Operator will be responsible for conducting community-level educational activities aimed at informing various community members about the dangers posed by explosive ordnance. This includes working with vulnerable groups such as internally displaced persons (IDPs) and returnees. The role requires a proactive approach to engage with community leaders and stakeholders to ensure effective participation in EORE activities. The EORE Operator will also be tasked with developing tailored interventions based on community assessments and ensuring compliance with DRC’s Standard Operating Procedures (SOPs) and safety protocols. This position is vital for fostering community awareness and reducing risks associated with explosive ordnance, ultimately contributing to the safety and well-being of the affected populations.
Duties and Responsibilities: The EORE Operator will have a comprehensive set of responsibilities, including but not limited to:
Conducting assigned EORE activities in coordination with the EORE Team Lead, ensuring adherence to National Mine Action Standards and DRC’s SOPs.
Planning, coordinating, and delivering EORE sessions to target communities, including IDPs, returnees, and other vulnerable groups.
Engaging with community leaders, local authorities, and relevant stakeholders to promote active participation and support for EORE initiatives.
Developing and implementing EORE interventions tailored to the specific needs of the community based on thorough context assessments.
Ensuring inclusive access to risk reduction activities and victim assistance services by collaborating with relevant actors and applying referral options for individuals in need.
Completing daily, weekly, and monthly EORE reporting using standard templates and submitting them for verification.
Documenting success stories and lessons learned for donor reports and case studies.
Performing any other duties as directed by the Line Manager.
Required Qualifications: Candidates must possess a minimum of 1 year of working experience in related fields. A vocational school education or higher education is considered an asset. Previous training, qualifications, and experience in non-technical survey (NTS) and explosive ordnance risk education (EORE) are essential. Candidates should have sound knowledge of topography, map drawing, and basic handling of tools such as compasses and GPS devices. Familiarity with basic digital camera operations is also required. Experience working for non-governmental organizations is preferred, along with effective communication skills in both written and verbal forms in Tigrinya and English. A strong ability to work collaboratively within a team and a good understanding of local communities and their dynamics are crucial. Candidates should also demonstrate a willingness to work in remote and potentially volatile areas.
Educational Background: The educational requirements for this position include a vocational school diploma, with higher education being an asset. Candidates should also possess a high school diploma and relevant qualifications in NTS/EORE. Any additional certifications or licenses related to mine action or risk education will be advantageous.
Experience: The position requires candidates to have at least 1 year of relevant working experience in fields related to explosive ordnance risk education or similar humanitarian work. Experience in community engagement and educational program implementation is highly valued. Candidates should demonstrate a history of working effectively in challenging environments, particularly in remote or conflict-affected areas.
Languages: Fluency in Tigrinya is mandatory for this position, as it is essential for effective communication with local communities. Knowledge of the English language, both verbal and written, is considered an asset, as it will facilitate reporting and communication with international staff and stakeholders.
Additional Notes: The contract for this position is for a duration of 6 months, classified as a National Contract. The position is designated for Shire, with frequent travel to field locations required. The anticipated start date for this role is January 5, 202
