Job Overview:
The National Consultant CEED position at UNICEF Tajikistan is focused on providing targeted technical and coordination support to the Climate, Environment, Energy, and Disaster Risk Reduction (CEED) Section. The consultant will work on various initiatives, including the 'Early Warnings for All' (EW4All) initiative, the development of a child-sensitive Nationally Determined Contribution (NDC 3.0), and the Green Climate Fund (GCF) education resilience program. The role requires collaboration with government counterparts, development partners, and donors to ensure that interventions are child-sensitive and effectively address the needs of vulnerable populations. The consultant will also mentor youth participation in climate and disaster risk reduction events, ensuring that their voices are represented in advocacy efforts.

Duties and Responsibilities:
The consultant will be responsible for providing technical and coordination support across five key strands: 1) DRR & EW4All coordination, which includes engaging with various stakeholders, participating in working group discussions, and supporting capacity-building activities; 2) NDC 3.0 integration, where the consultant will advocate for child-sensitive benchmarks and track progress; 3) GCF Joint Proposal development, which involves coordinating with international consulting teams and providing technical inputs; 4) SOPs & Heatwave Action Plan, where the consultant will link national SOPs to early action at the community level; and 5) Youth Preparation & Participation, which includes mentoring youth for key events and co-developing advocacy materials.

Required Qualifications:
Candidates must possess a Bachelor's degree in Environmental Sciences, Climate Studies, Social Sciences, Disaster Risk Management, or a related field. An advanced degree (Master's or higher) is considered an asset. Additionally, candidates should have a minimum of 5 years of experience in climate, environment, disaster risk reduction, or related fields, preferably within an international development context. Previous experience with UNICEF or other UN agencies is advantageous. Strong skills in data analysis, evidence generation, and partnership engagement with government and donors are essential.

Educational Background:
The educational requirements for this position include a Bachelor's degree in a relevant field such as Environmental Sciences, Climate Studies, Social Sciences, or Disaster Risk Management. An advanced university degree (Master's or higher) is preferred and will enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of 5 years of relevant work experience in climate, environment, disaster risk reduction, or related fields. Candidates with experience in international development contexts and previous work with UNICEF or other UN agencies will be given preference. The role demands a strong understanding of the complexities involved in climate and disaster risk management, as well as the ability to engage effectively with various stakeholders.

Languages:
Proficiency in English is mandatory, along with fluency in Russian and/or Tajik languages. This linguistic capability is crucial for effective communication with local partners and stakeholders, as well as for the preparation of reports and advocacy materials.
