The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international crime. Established in 1997, UNODC aims to assist Member States in their struggle against drugs, crime, and terrorism. Job Overview:
The International Consultant on eLearning will play a crucial role in the development and management of the Programme’s Learning Management System (LMS) under the guidance of the Chief of the Justice Section at UNODC HQ in Vienna. The consultant will be responsible for providing second-level support, maintenance, and updates to the LMS, ensuring that it meets the needs of users across various eLearning sites. This position requires collaboration with the eLearning managers and the Programme Coordinator to enhance the effectiveness of the eLearning initiatives. The consultant will also monitor and assess the implementation of the project, identifying areas for improvement and assisting in the development of new IT strategies to support the eLearning program.

Duties and Responsibilities:
The consultant will be tasked with a comprehensive set of responsibilities, including:
  • Managing and maintaining the eLearning Learning Management System, ensuring its functionality and accessibility for users.
  • Providing guidance on IT-related matters to the eLearning Team and counterparts, facilitating effective communication and collaboration.
  • Constantly updating the Learning Management System, both on the backend and frontend, to incorporate new features and tools as needed.
  • Configuring and maintaining offline servers to support eLearning initiatives in various locations.
  • Introducing new tools and features to enhance the Learning Management System when required.
  • Installing and setting up eLearning Centres at the facilities of counterparts, ensuring they are equipped for effective learning.
  • Setting up customized courses within the online Learning Management System to meet specific training needs.
  • Supporting users in accessing and utilizing the eLearning platform, providing helpdesk assistance as necessary.
  • Monitoring, assessing, and identifying solutions for improving the Learning Management System and its satellite applications, while assisting the Programme Coordinator in developing new IT strategies.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in computer sciences, information technology, or related fields. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of 10 years of relevant professional working experience in the IT field, particularly with governmental, educational, and/or international organizations, is required. Candidates should demonstrate excellent knowledge of IT and computer hardware and software, along with practical experience in the maintenance and administration of computer-based training (CBT) software. Strong analytical, planning, communication, teamwork, client orientation, and organizational skills are also desirable.

Educational Background:
The position requires an advanced university degree (Master’s degree or equivalent) in computer sciences, information technology, or related fields. In cases where candidates possess a first-level university degree in similar fields, they must have two additional years of qualifying experience to be considered for the role. This educational background ensures that the consultant has the necessary technical knowledge and skills to effectively manage the eLearning initiatives.

Experience:
The consultant must have a minimum of 10 years of relevant professional working experience in the IT field. This experience should ideally be with governmental, educational, or international organizations, providing a solid foundation for understanding the unique challenges and requirements of such environments. The extensive experience is crucial for effectively managing the Learning Management System and providing the necessary support to users and stakeholders.

Languages:
Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations. Knowledge of French is also beneficial, as it is another official language of the UN. Additionally, proficiency in another official United Nations Secretariat language would be considered an advantage, enhancing the consultant's ability to communicate with a diverse range of stakeholders.
