Job Overview:
The Senior Project Officer (SPO) plays a crucial role in the ALLRight Project, which is a 35-month initiative aimed at enhancing the human resource system of Caritas Philippines Foundation, Inc. (CPFI). The project is designed to support CPFI's national leadership aspirations within the Catholic social development sector. The SPO will act as a key liaison among CRS, CPFI, and ALLRight project stakeholders, ensuring smooth coordination, timely communication, and efficient execution of project activities. This includes managing relationships with CPFI staff and senior leadership, overseeing HR coordination, facilitating workshops and meetings, and ensuring compliance with financial and reporting requirements. The SPO will also provide support to the CPFI HR Manager in developing and implementing HR policies and procedures, as well as designing and facilitating HR-related training workshops.

Duties and Responsibilities:
The duties and responsibilities of the Senior Project Officer include coordinating with CPFI ALLRight staff and executive leadership on project concerns, maintaining communication with various project-related personnel, liaising with CRS Philippines Head of HR and HROD Consultant for technical guidance, and coordinating with CRS MEAL Officer for reporting requirements. The SPO will also manage financial reporting compliance, guide CPFI in developing detailed implementation plans and budgets, schedule and organize quarterly project steering committee meetings, co-lead quarterly reflection sessions, and draft required reports. Additionally, the SPO will attend finance monitoring meetings, organize monthly check-in calls with the HROD Consultant, and ensure effective communication through various channels.

Required Qualifications:
Candidates must possess a Bachelor's Degree, preferably in Human Resources, Psychology, or Organizational Development. A minimum of 4 years of project management support experience, ideally with an international NGO, is required. Candidates should have experience in partner capacity strengthening and participatory methods, as well as knowledge of human resource practices such as performance management, compensation and benefits, recruitment and selection, and team development. Skills in designing and facilitating meetings and training, staff supervision experience, budgeting and computing skills, and proficiency in MS Office (Excel, Word, PowerPoint) are also essential.

Educational Background:
A Bachelor's Degree is required for this position, with a preference for degrees in Human Resources, Psychology, or Organizational Development. This educational background is crucial for understanding the complexities of human resource management and organizational development, which are central to the role of the Senior Project Officer.

Experience:
The position requires a minimum of 4 years of project management support experience, preferably within an international NGO context. This experience should include working with diverse teams and stakeholders, as well as a demonstrated ability to manage project activities effectively and efficiently. Familiarity with partner capacity strengthening and participatory methods is also important, as the SPO will be working closely with CPFI and other stakeholders.

Languages:
Fluency in written and spoken Filipino and English is mandatory for this position. Proficiency in these languages is essential for effective communication with project stakeholders, documentation, and reporting.

Additional Notes:
The position is full-time and involves occasional travel to Tagaytay.
