Job Overview:
The Thematic Manager for Peace Operations and UN Reform at NORCAP will play a crucial role in shaping and implementing strategies that align with global agendas such as UN 2.0, UN80, and the New Agenda for Peace. This permanent position, based in Oslo, involves leading a portfolio of projects aimed at strengthening civilian expertise in peace operations and transitions. The manager will ensure thematic coherence across initiatives, engage in performance measurement, and conduct risk assessments. The role also includes cultivating strategic partnerships with UN entities and multilateral organizations, contributing to fundraising efforts, and representing NORCAP in global policy discussions. Duties and Responsibilities:
The Thematic Manager will be responsible for leading the development and implementation of NORCAP’s strategy for peace operations and UN reform. Key responsibilities include:
  • Developing and managing a portfolio of projects that enhance civilian expertise in peace operations and peacebuilding mechanisms.
  • Ensuring quality and thematic coherence across NORCAP’s peace operations initiatives, including performance measurement and risk assessments.
  • Cultivating strategic partnerships with UN entities and multilateral organizations to position NORCAP as a thought leader in peace operations reform.
  • Providing thematic input to donor proposals and contributing to fundraising efforts for peace and UN reform initiatives.
  • Facilitating learning and communities of practice across NORCAP’s peace and security portfolio.
  • Representing NORCAP in global policy discussions and interagency forums, ensuring that the organization’s voice is heard in critical conversations about peace operations and reform.

Required Qualifications:
Candidates for the Thematic Manager position should possess a minimum of 7 years of experience in humanitarian, development, or peace operations sectors. They must demonstrate a strong understanding of the donor landscape, including key stakeholders, funding mechanisms, and strategic priorities. A proven track record in strategy development, project management, and advocacy within relevant thematic areas is essential. Candidates should have a strong understanding of UN peace and political mission structures and UN reform processes, with an established network within these partners being a significant advantage. Direct work experience from relevant international or regional organizations or missions in the humanitarian, development, or peace sector is highly desirable. Additionally, candidates should have proven thematic expertise and field-level experience in peace operations, mission transitions, or peacebuilding, along with experience in project start-ups and proposals to donors.

Educational Background:
The educational background required for this position includes a relevant degree in international relations, peace studies, humanitarian affairs, or a related field. Advanced degrees such as a Master's or PhD are preferred, as they provide a deeper understanding of the complexities involved in peace operations and UN reform. Candidates should also have a strong academic foundation that supports their ability to engage with high-level policy discussions and strategic planning.

Experience:
The level of experience needed for the Thematic Manager position is substantial, with a minimum of 7 years in relevant sectors. This experience should encompass a variety of roles that demonstrate the candidate's ability to lead strategic initiatives, manage complex projects, and engage with diverse stakeholders. Candidates should have a history of working in international contexts, particularly in roles that involve collaboration with UN entities or similar organizations focused on peace and security.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within NORCAP and in international forums. This position is a permanent role based at NORCAP's Head Office in Oslo, with approximately 10% travel required.
