Job Overview:
The Web Developer position is a newly created role within the OSCE, subject to the approval of the Unified Budget 202
  • The successful candidate will be responsible for the ongoing maintenance and enhancement of the OSCE's Drupal-based websites, as well as the implementation of new web-based information systems and technical improvements. This role requires active participation throughout the full software development lifecycle, including requirement analysis, technical specifications preparation, design, documentation, development, testing, deployment, security management, and auditing of web systems. The incumbent will work closely with the Chief of Digital Strategy and Communications, the Spokesperson/Head of Communications, and the Chief of the Media Relations Unit to ensure that the organization's web presence is effective and secure. The position also involves liaising with external consultants and vendors, providing quality assurance, and supporting the COMMS team in various activities, including live streaming of events and managing internal communications platforms.

Duties and Responsibilities:
The duties and responsibilities of the Web Developer include: ongoing maintenance and enhancement of the OSCE's Drupal-based websites; implementation of new web-based information systems; active participation in the software development lifecycle; administration and monitoring of web services; configuring web application firewalls; defining and executing automated testing procedures; liaising with external consultants and vendors; providing quality assurance; supporting COMMS and organizational website activities; developing and delivering training programs related to website management; supporting organizational activities with technical expert advice; monitoring the COMMS helpdesk; performing basic content operations on the OSCE website; and supporting the COMMS team in live streaming and managing internal communications platforms.

Required Qualifications:
The position requires completed secondary education and specialized training in computer science, information systems, software engineering, information design, or a related field. Candidates must have at least 6 years of relevant work experience in planning, design, development, maintenance, and support of Drupal-based websites. A university degree in a relevant field may substitute for up to two years of work experience. Experience in managing software development projects using agile methods, gathering and documenting information systems requirements, and designing and developing web applications using Drupal, PHP, CSS, MySQL, and modern JavaScript frameworks is essential. Knowledge of relational databases, system administration for Linux, web accessibility, and user frontend design is also required. Professional fluency in English and good knowledge of German are necessary, along with demonstrated gender awareness and sensitivity.

Educational Background:
Candidates must have completed secondary education and possess specialized training in fields related to computer science, information systems, software engineering, or information design. A university degree in a relevant field may be considered as a substitute for up to two years of relevant work experience, which is crucial for determining eligibility for the position.

Experience:
The position requires a minimum of 6 years of relevant work experience in the fields of planning, design, development, maintenance, and support of Drupal-based websites. Candidates with a university degree in a relevant field may have up to two years of their work experience requirement waived. Experience in managing and participating in software development projects that utilize agile methodologies is also essential, along with experience in gathering, documenting, and analyzing information systems requirements.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. A working knowledge of German is considered a strong asset for this position, enhancing the candidate's ability to engage with diverse stakeholders and contribute effectively to the organization's communication efforts.

Additional Notes:
The position is a fixed-term contract with a full-time schedule, based in Vienna, Austria. The monthly remuneration is approximately EUR 5,410, subject to social security deductions, and OSCE salaries are exempt from taxation in Austria. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
