Job Description
Job Posting Organization:
The OSCE Programme Office in Bishkek (POiB) is dedicated to addressing a variety of security" style="border-bottom: 1px dotted #007bff !important;">security issues, including counter-terrorism, border security, and transnational threats such as human trafficking. The organization also focuses on regional development, anti-corruption efforts, justice sector reform, election reform, gender equality, and fostering open and resilient societies. Job Overview:
The Human Resources Assistant plays a crucial role in the Human Resources section of the Fund Administration Unit (FAU) at the OSCE Programme Office in Bishkek. This position is responsible for providing administrative and technical support in the implementation of HR policies and activities. The HR Assistant will perform a variety of operational duties related to recruitment processes, contract management, performance management, and the provision of entitlements and benefits. The role requires working under moderate supervision and involves assisting with onboarding, personnel records management, and maintaining HR databases. The HR Assistant serves as the first point of contact for HR-related matters within the designated department, ensuring timely and accurate delivery of HR processes while applying knowledge of standard HR practices and procedures.

Duties and Responsibilities:
The HR Assistant will support the entire recruitment process in accordance with the OSCE Common Regulatory Management System (CRMS). This includes drafting, editing, updating, posting, and closing vacancy notices, maintaining candidate records in Taleo, pre-screening candidates, arranging interviews, and preparing selection reports. The role also involves maintaining rosters of experts and local candidates for short-term assignments, administering the electronic Enterprise Resource Planning (ERP) system, and providing first-level support to mission members regarding HR procedures. The HR Assistant will assist in onboarding and separation programs, monitor contractual statuses, manage performance management processes, and support learning and development initiatives. Additionally, the HR Assistant will provide administrative support to the HR section, including drafting correspondence and preparing HR-related documentation.

Required Qualifications:
Candidates must have completed secondary education, supplemented by specialized training in human resources or general management. A minimum of five years of working experience in human resources and/or administration is required, with at least part of that experience in an international environment. Advanced computer literacy, particularly in Microsoft Office applications, is essential, and experience with ERP software is considered an asset. Candidates should demonstrate gender awareness and sensitivity, as well as the ability to work effectively in a diverse team environment.

Educational Background:
The position requires a completed secondary education, with additional specialized training in human resources or general management being highly desirable. A high school diploma or equivalent (GED) is the minimum educational requirement for this role.

Experience:
The HR Assistant should have a minimum of five years of relevant working experience. This can be reduced to four years with a first-level university degree or three years with a second-level university degree. Experience in project administration and providing support to managerial or professional staff is preferred, particularly in an international context.

Languages:
Fluency in English is mandatory, along with proficiency in local languages such as Russian and Kyrgyz. Excellent oral and written communication skills are essential for effective interaction with diverse stakeholders.

Additional Notes:
This position is a full-time, fixed-term contract with a monthly remuneration of 899.67 Euro, subject to social security deductions. The OSCE offers participation in the Cigna medical insurance scheme and the OSCE Provident Fund as part of the social benefits package. The OSCE retains the discretion to re-advertise or cancel the vacancy and may offer appointments at a lower grade or modified job description. Candidates should be aware that OSCE officials are expected to conduct themselves in a manner befitting their status as international civil servants, maintaining integrity and impartiality. The OSCE does not reimburse expenses related to interviews or relocation, and appointments are subject to medical clearance. The mandatory retirement age for contracted positions is 65 years.
