Job Overview:
The Economic and Environmental Activities Programme Leader will be responsible for leading the Economic and Environmental Activities programme at the OSCE Programme Office in Bishkek. This role involves overseeing all aspects of the programme, including the development, coordination, and implementation of projects related to economic governance, good governance, environmental issues, and regional development. The incumbent will provide strategic support to the Head of Programme Office (HoPO) and Deputy Head of Programme Office (DHoPO) and will be expected to ensure that all programme activities comply with the OSCE’s Common Regulatory Management System (CRMS). The position requires strong leadership skills, the ability to manage a diverse team, and the capacity to engage with local and international stakeholders effectively. The Programme Leader will also represent the OSCE in advocating for economic and environmental governance commitments to external audiences, ensuring that the programme's objectives are met and that all projects are adequately monitored and reported on.

Duties and Responsibilities:
The incumbent will perform a variety of functions under the supervision of the HoPO and DHoPO, including: leading the Economic and Environmental Activities programme; providing support and advice on governance and development issues; defining the strategy and necessary resources for the programme; overseeing project development and implementation; ensuring compliance with OSCE regulations; monitoring and reporting on project progress; arranging OSCE events and seminars; supervising programme staff; maintaining communication with stakeholders; and representing the OSCE in external advocacy efforts. The role also includes performing other duties as required to support the overall mission of the OSCE in the region.

Required Qualifications:
Candidates must possess excellent physical condition, a valid automobile driving license, and the ability to drive a manual transmission vehicle. They should have work experience in economics, business development, governance, regional planning, or environmental protection. Strong communication, interpersonal, and analytical skills are essential, along with a good knowledge of OSCE principles. Candidates should also demonstrate cultural sensitivity and the ability to work in diverse teams while maintaining impartiality and objectivity.

Educational Background:
An advanced (second-level) university degree in economics, regional planning, environmental studies, natural sciences, or related fields is required. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. A certified training course in a relevant field is desirable.

Experience:
A minimum of six years of relevant, diversified, and progressively responsible professional experience is required, including at least three years at a management level relevant to the position. Experience in project management, particularly in economic and environmental governance, is essential, along with previous international work experience, preferably within field operations in the Commonwealth of Independent States (CIS).

Languages:
Professional fluency in English, both oral and written, is mandatory. A working knowledge of Russian is also required. Knowledge of additional languages may be considered an asset.

Additional Notes:
This position is classified as an international secondment with a fixed-term contract. The job level is middle management, and it is a full-time role.
