Job Overview: The National Political Officer position is crucial for supporting the Head of Mission's office at the OSCE Programme Office in Bishkek. The incumbent will be responsible for monitoring and analyzing political, social, and economic developments in Kyrgyzstan, ensuring that the office's programmatic work aligns with the OSCE's mandate. This role requires a proactive approach to research and reporting, as well as the ability to communicate effectively with various stakeholders, including government representatives, civil society organizations, and international partners. The officer will also be involved in training activities and will need to maintain a comprehensive understanding of the office's programmatic work and the broader context of the region.
Duties and Responsibilities: The successful candidate will be tasked with a variety of responsibilities, including: continuously acquiring and maintaining detailed knowledge of the country's developments; verifying and updating existing information for accuracy; proposing and applying methodological tools for information collection; analyzing trends and advising the Head of Programme Office (HoPO) on relevant issues; conducting research and preparing reports, presentations, and speeches; coordinating with other units for effective reporting; delivering training on monitoring and reporting principles; assisting the HoPO in developing contacts with various stakeholders; attending meetings and preparing notes; and performing any other duties as assigned by the HoPO.
Required Qualifications: Candidates must possess a university degree in political science, international affairs, regional studies, peace and conflict studies, public policy, or related fields. Additionally, a minimum of four years of relevant professional experience in political research or analysis is required, along with at least two years of experience working with governmental or international organizations in relevant areas. Advanced computer literacy, particularly in MS Office, is essential, as is professional fluency in English and Russian. Knowledge of Kyrgyz is highly desirable, and candidates should demonstrate gender awareness and sensitivity, as well as the ability to work in diverse teams while maintaining impartiality.
Educational Background: A Bachelor's degree (first-level university degree or equivalent) in a relevant field is required for this position. Candidates with advanced degrees may have an advantage, but the essential requirement is a solid educational foundation in political science or related disciplines.
Experience: The position requires a minimum of four years of relevant professional experience in political research or analysis. This includes experience in information monitoring, management, and report drafting. Additionally, candidates should have at least two years of experience working with governmental or international organizations, particularly in areas related to security, governance, elections, or political development.
Languages: Professional fluency in English and Russian is mandatory for this position, with excellent communication skills in both oral and written forms. Knowledge of Kyrgyz is highly desirable and may enhance a candidate's suitability for the role.
Additional Notes: The position is a full-time contracted role with a monthly remuneration of 1818.92 Euro, subject to social security deductions. The OSCE provides social benefits, including participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
