Job Overview:
The ICLA Project Coordinator will play a crucial role in managing the Information Counselling and Legal Assistance (ICLA) project in North-East Ukraine, specifically overseeing activities in Kharkiv and Sumy. This position is vital for ensuring that legal assistance and training are delivered effectively and in accordance with NRC's strategies and standards. The coordinator will be responsible for developing implementation plans, building team capacity, and enhancing the quality of ICLA services. The role requires a proactive approach to identifying and addressing the legal protection needs of beneficiaries, as well as fostering collaboration with local authorities and stakeholders. The position is set to commence in March 2026, coinciding with the operational launch of the new Area Office in Kharkiv.

Duties and Responsibilities:
The ICLA Project Coordinator will have a comprehensive set of responsibilities, including but not limited to: adhering to NRC policies and procedures; contributing to the development of ICLA strategies and project proposals; managing and implementing the ICLA project portfolio, ensuring compliance with donor requirements; overseeing the provision of legal services to beneficiaries; identifying and targeting beneficiaries in need of legal protection; supervising the ICLA team and facilitating their capacity building; conducting field visits to assess needs and challenges; monitoring project performance and documenting legal case management concerns; developing reporting templates and contributing to standard operating procedures; coordinating with other NRC programs for integrated interventions; and organizing training and workshops to enhance team skills. The coordinator will also be responsible for providing regular updates and maintaining proper documentation.

Required Qualifications:
Candidates for the ICLA Project Coordinator position must possess a minimum of three years of relevant experience in a similar role, preferably within the humanitarian sector. They should have documented results related to the responsibilities of the position and proven experience in coordinating activities and liaising with external actors. Previous experience in complex and volatile contexts is essential, along with proficiency in Microsoft Office applications. Candidates must demonstrate strong communication skills in English at an upper-intermediate level, both written and spoken, to effectively engage with diverse stakeholders.

Educational Background:
A Bachelor's degree in law, human rights, international relations, political sciences, or a related field is required for this position. Candidates should have a solid understanding of legal frameworks for displaced persons and international human rights law, as well as in-depth knowledge of the context in Ukraine. This educational background will equip the coordinator with the necessary skills to navigate the legal landscape and advocate for the rights of beneficiaries effectively.

Experience:
The ideal candidate should have at least three years of relevant job experience in a similar role, particularly within the humanitarian sector. Experience in coordinating activities and working with external actors is crucial, as is familiarity with the challenges faced in complex and volatile environments. Candidates with experience in starting up legal protection programs will have a distinct advantage, as this role requires a proactive approach to establishing effective legal assistance services.

Languages:
Fluency in Ukrainian and Russian is essential for this position, as the coordinator will be working directly with beneficiaries and local stakeholders in North-East Ukraine. Proficiency in English at an upper-intermediate level is also required, enabling effective communication with international partners and donors. Knowledge of additional languages may be considered an asset, enhancing the coordinator's ability to engage with diverse communities.
