Job Overview:
The coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator position is crucial for the Norwegian Refugee Council's operations in North-East Ukraine, specifically in the newly established Area Office in Kharkiv. This role involves ensuring that the financial setup adheres to NRC standards and supports the implementation of various programs and projects within the Ukraine Mission. The Finance Coordinator will be responsible for maintaining accurate accounting, monitoring, and reporting processes, ensuring compliance with donor requirements, and managing the office's finance team. This position will also involve capacity building for non-finance staff and the area finance team, ensuring that financial management practices are understood and implemented effectively across the organization. The Finance Coordinator will play a key role in the scale-up of operations in the region, contributing to the overall mission of providing assistance to those in need.

Duties and Responsibilities:
The Finance Coordinator will have a comprehensive set of responsibilities, including but not limited to: ensuring that the office setup adheres to the Financial Handbook and NRC policies; implementing NRC’s financial systems, routines, and procedures; maintaining overall budget control and monitoring cash flows; managing the finance team within the office; providing regular analysis and reports for projects; supporting management in implementing anti-corruption policies; managing financial software for proper control and periodic closing; and capacity building of both finance and non-finance staff. Specific tasks include reviewing and ensuring the accuracy of financial reports from implementing partners, overseeing bank reconciliations, ensuring compliance with NRC and donor procedures, managing financial data entry, and supporting audits at the area level. The Finance Coordinator will also be responsible for optimal allocation of expenses in line with approved budgets and projected expenditures, and will implement any other finance-related tasks as requested by the Line Manager.

Required Qualifications:
Candidates for the Finance Coordinator position must possess a minimum of 2 years of experience in a finance role, preferably within the commercial sector or an international non-governmental organization (INGO). A university degree in accounting, finance, or a related field is preferred. Candidates should have experience working in complex and volatile contexts, with documented results related to the responsibilities of the position. Strong leadership skills, solid knowledge of computer software and modern accounting systems, and proficiency in Microsoft Excel are essential. Fluency in English, both written and verbal, is mandatory.

Educational Background:
The educational background required for the Finance Coordinator position includes a university degree in accounting, finance, or a related field. This educational foundation is critical for understanding financial principles, accounting practices, and the regulatory environment in which the NRC operates. Candidates with additional certifications in finance or accounting will be viewed favorably, as they demonstrate a commitment to professional development and expertise in the field.

Experience:
The position requires a minimum of 2 years of relevant experience in a finance role. This experience should ideally be gained in either the commercial sector or within an international non-governmental organization (INGO). Languages:
Fluency in English is mandatory for this position, both in written and verbal communication. While English is the primary language required, knowledge of additional languages relevant to the region may be considered an asset, enhancing communication with local stakeholders and beneficiaries.

This position is open to candidates who have the legal right to work in Ukraine. The Norwegian Refugee Council is unable to provide work permits or visa sponsorships for this role.
