Job Overview:
The Area Programme Manager will play a crucial role in the establishment and operationalization of the new Area Office North - East (AONE) in Kharkiv, which is set to begin operations in the first half of 202
  • This position involves overseeing the implementation of various humanitarian interventions, including Shelter, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, and emergency response through cash assistance. The Area Programme Manager will be responsible for ensuring that emergency activities are conducted in compliance with established humanitarian standards and NRC policies. This role requires a proactive approach to analyzing humanitarian needs, establishing partnerships with other organizations, and ensuring effective communication and collaboration among stakeholders. The successful candidate will also be expected to lead the design and development of emergency projects, manage budgets, and monitor program activities to ensure high-quality implementation and reporting.

Duties and Responsibilities:
The duties and responsibilities of the Area Programme Manager include:
  • Monitoring and reporting on emergency activities within the Area Management, ensuring timely provision of situation reports.
  • Ensuring compliance with Sphere Minimum Standards and NRC policies during emergency activities.
  • Conducting analyses of humanitarian needs and sharing assessments with relevant stakeholders.
  • Establishing and maintaining relationships with NGOs, UN agencies, and local authorities.
  • Coordinating with cash actors and ensuring NRC's inclusion in rapid MPCA rotation systems.
  • Preparing periodic progress reports and documentation related to rapid MPCA.
  • Leading the design and development of emergency project proposals.
  • Supporting the development of contingency and emergency response plans.
  • Monitoring humanitarian issues and adjusting program activities as necessary. 1
  • Writing rapid needs assessment reports with operational recommendations. 1
  • Ensuring quality implementation of rapid MPCA activities at the field level. 1
  • Collecting data and preparing reports for donor and private funds. 1
  • Liaising with Ukrainian NGOs on emergency response modalities. 1
  • Collaborating with the MEAL Team to ensure effective monitoring and evaluation systems are in place. 1
  • Coordinating emergency responses with other humanitarian partners to avoid overlaps and facilitate synergies.

Required Qualifications:
Candidates must have a minimum of 4 years of experience in a coordinator position within a humanitarian or recovery context. They should possess technical expertise in at least one of the core competencies relevant to the role. Documented results related to the position's responsibilities are essential, along with a strong understanding of leadership skills and profiles. Candidates should demonstrate fluency in English, both written and verbal, and proficiency in Ukrainian and/or Russian is considered a strong asset. Experience with rapid assessments, distribution monitoring in emergencies, and managing cash transfer programs is also required. Familiarity with humanitarian standards such as SPHERE and Do No Harm, as well as experience in donor proposal writing and reporting, is highly desirable.

Educational Background:
The educational background required for this position includes at least a first degree in a relevant field, with a post-graduate qualification preferred. Candidates should have a solid understanding of project management principles and practices, particularly in emergency settings.

Experience:
The ideal candidate will have at least 4 years of experience managing projects for an international organization in an emergency context. They should have a proven track record of effective leadership in complex emergency response situations, including a strong understanding of program cycle management and financial management skills. Experience in emergency response and scale-up programming is essential, along with the ability to navigate rapidly changing emergency contexts.

Languages:
Fluency in English is mandatory, both written and verbal. Proficiency in Ukrainian and/or Russian is considered a strong asset, enhancing communication and collaboration within the local context and with stakeholders.
