The HAS Coordinator will be responsible for managing safety and security risks, developing humanitarian access strategies, and ensuring compliance with NRC's policies. The role requires a proactive approach to crisis management and the ability to build capacity within the team. The HAS Coordinator will report to the Area Manager and work closely with the HAS Manager, contributing to a culture of safe and principled humanitarian response.
Duties and Responsibilities: The HAS Coordinator will implement the NRC Global HAS Management System at the area level, preparing necessary reports and executing area-focused elements of the HAS Operational Plan. Key responsibilities include: managing direct reporting staff, conducting performance management processes, supporting workforce planning and recruitment, maintaining an understanding of the humanitarian context, leading the development of area-level HAS documents, conducting Security Risk Assessments (SRAs), facilitating training for NRC staff and partners, and ensuring adherence to NRC policies. The Coordinator will also collaborate with external actors to enhance humanitarian access and protect humanitarian space, manage access and security incidents, and represent NRC in external forums.
Required Qualifications: Candidates must possess a minimum of three years of relevant experience in a humanitarian or recovery context. A solid understanding of humanitarian principles, safety and risk management, and civil-military coordination is essential. Previous experience in complex contexts and access negotiations is required, along with proficiency in MS Office applications. Experience as a trainer is considered an added value. The candidate should demonstrate strong analytical skills, effective communication, and the ability to work collaboratively in a team environment.
Educational Background: A relevant educational background in humanitarian studies, international relations, or a related field is preferred. Candidates should have a strong understanding of humanitarian principles and practices, as well as the ability to apply these in programmatic and advocacy responses.
Experience: The position requires demonstrated knowledge of the local context, experience in liaising with communities and authorities, and a background in risk management with implementing partners. Candidates should have a proven track record of working in humanitarian settings and managing safety and security risks effectively.
Languages: Proficiency in English, Ukrainian, and Russian, both written and verbal, is mandatory. Additional language skills may be considered an asset, enhancing communication with diverse stakeholders in the region.
Additional Notes: This position is open to candidates who have the legal right to work in Ukraine, as NRC is unable to provide work permits or visa sponsorships. The role is full-time and will involve significant responsibilities in managing safety and security in a challenging environment.
